DynCorp International – Advisor to the Haitian National Police Inspector General – CJPS – Haiti

DynCorp International is a global government services provider in support of U.S. national security and foreign policy objectives, delivering support solutions for defense, diplomacy, and international development. The Advisor to the Haitian National Police Inspector General shall provide useful advice and sound management guidance to the Haitian National Police Inspector General (HNP IG) and help him/her meet lawful objectives and to facilitate meetings and information flow to and from the Director General of the HNP, the Minister of Justice, Inspectorate staff, and other Haitian government personnel as appropriate. The advisor shall coordinate all activities with the NAS Director, attend regular meetings at the Embassy with the NAS Director, and be responsible for preparing a written monthly report, which not only details activities undertaken, but provides an assessment of challenges and successes relating to the work of the IG.

Position Responsibilities:

• Plan, organize, and develop HNP projects to strengthen the IG.
• Work with the Narcotics Affairs Section, the Embassy Police Advisors in Port-au-Prince and with the Haitian Government, to identify assistance projects relating to IG operations; act to avoid duplication with the United Nations and other interested international donors.
• Assist HNP leadership to design and implement administrative structures and processes which improve the systems and processes for information flow and control.
• Review plans, agreements and official correspondence for the Inspector General and provide advice and guidance.
• Facilitate communication and direct interface between the Inspector General and the United States Embassy.
• Prepare concise and accurate records and reports; Keeps INL/NAS regularly informed of programmatic and political developments.

Knowledge & Skills:

• Ability to demonstrate effective communication, leadership, and interpersonal skills.
• Proficiency in English at the Foreign Service Institute (FSI) Language Proficient Rating of 4 required.
• Proficiency in French and Haitian Creole at the Foreign Service Institute (FSI) Language Proficient Rating of 3 required.
• Ability to evaluate job task performance of others within assigned field and to make appropriate recommendations for correct task performance.
• Ability to effectively train other individuals in specified areas of expertise.
• A working knowledge and demonstrated proficiency in Microsoft Office products, including Word, Excel, and PowerPoint.
• Ability to obtain and maintain a valid United States driver’s license.
• Able to obtain and maintain a secret security clearance.

Experience & Education:

• Eight (8) years of work experience with a minimum of five (5) years of experience within a federal, state, municipal or county law enforcement service.
• Minimum of five (5) years of experience in police internal affairs or inspector general operations at the sergeant or detective level or above.
• Must be currently employed with a federal, state, municipal or county law enforcement service or be recently retired/separated within the last five years.
• Must be certified as an instructor by an accredited U.S. federal, state municipal or county law enforcement entity.
• Previous experience in international police operations.
• Bachelor’s degree in a related field or equivalent police academy certificate, and/or combination of academic qualifications, professional training and experience.

Physical Requirements & Working Environment:

• Ability to perform key responsibilities under conditions which may include: limited supervision and resources, personal security risks, conflicting and changing priorities, primitive life support (lodging, food, and HVAC), language barriers, transportation limitations, disease, etc.
• Must be able to pass and maintain the physical fitness, psychological, medical, defense tactics, and fire arms qualification requirements set forth by the contract.

Travel:

• This is an international position. Ability/Available to travel internationally to potential austere environments.
