This position will report into the Director, Global Construction and will be responsible program execution, business growth and oversight of the PAE employees and programs based in the Afghanistan region.
Acts as a liaison with the in-country Civilian Police {CIVPOL} Deputy Program Managers as well as Program leaders from other areas of PAE and Readiness & Stability Operations to ensure efforts regarding business growth, security, procurement and subcontracts management, etc. are aligned and coordinated to maximize efficiencies and eliminate redundancies across program areas.
Develops new business strategies and may lead capture efforts.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Planning, designing and overseeing multiple projects performing construction of new or expanded facilities, vehicle maintenance, operations maintenance, training and humanitarian programs.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Provides direction to all phases of programs from inception through completion.
Supervises through subordinate leaders who have experience in related fields.
Participates in the negotiation of contract and contract changes.
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Establishes milestones and monitors adherence to master plans and schedules identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Supervises the detailed design, budgetary costing, standardized construction, and final inspection of facility projects.
Conducts program surveillance to ensure adherence to contractual requirements.
Provides consulting services to local and divisional offices.
Responsible for the oversight of Project Managers responsible for subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
Job Requirements:
Seeking American National with the following qualifications:
Qualified candidate will have a minimum 15 years of experience.
Qualified candidates must possess a bachelor's degree from an accredited university, or have equivalent work/training experience.
Must possess Leadership and Management skills preferably in an austere international environment.
Strong business acumen to include budget management, estimates at complete (EACs) and cost projections/cost management Program Development, Construction, Training, and Logistical Support experience including Emergency Services.
Cross-Cultural Sensitivity and International Perspective
Representational Capacity with USG and other stakeholders.
Detailed technical knowledge and application of products within the identified business segment market, and company-required training.
Excellent oral and written communication skills.
