Job Description

The objective of this assignment is to build on earlier work of the Africa Tourism Monitor (ATM). The immediate step is to produce the third edition of this publication that will continue evaluating and making recommendations to boost tourism in Africa.

Background
1.1 Africa has enormous potential that could transform its regions into major tourist destinations that generate sustainable incomes for its people. Africa’s assets include: its people, extensive coastline and sandy beaches, rich historical and cultural heritage which are also associated with ancient civilizations. Other assets are Africa’s vast rain forests and ecosystems that are home to a wide variety of plant species and animals, large bodies of inland fresh water, rivers and lakes.

1.2 In 2015 there were 1.186 billion international arrivals – a 4.6% increase over the previous year. Worldwide, the travel and tourism industry creates 107.8 million jobs through direct employment and a total of 283.6 million jobs through direct, indirect, and induced employment – that is one in 11 jobs. Yet in 2015, Africa’s tourism sector faced numerous challenges that led to a fall in tourist arrivals and receipts. In that year, Africa international tourist arrivals decreased to 62.5 million from 64.8 million in 2014 – a drop of 3.5%. Africa’s international tourism receipts also fell to US$ 39.2 billion from US$ 43.3 billion during the same period. A more positive outcome was witnessed in the employment sector for Africa, which grew in line with global trends. Direct travel and tourism employment in Africa in 2015 totaled 9.1 million, rising to 21.9 million jobs if we include direct, indirect, and induced employment.

1.3 Faced with the current opportunities and issues of African tourism, the African Development Bank in collaboration with several partners launched an initiative to publish the Africa Tourism Monitor (originally the State of Tourism in Africa report) to highlight opportunities and challenges surrounding the industry in Africa.

Objectives of the Assignement
1. The objective of this assignment is to build on earlier work of the Africa Tourism Monitor (ATM). The immediate step is to produce the third edition of this publication that will continue evaluating and making recommendations to boost tourism in Africa.

2. Additionally, we seek to engage the tourism ministers much more than we have in the past. This objective stresses the importance of tourism to the African economy. We will do this through providing data and concrete case studies highlighted in the Africa Tourism Monitor.

3. Finally, the work will stress the benefits of tourism at the country and regional levels by helping in terms of assisting nations in developing tourism policy frameworks and best practices.

Deliverables
7. The consultants will work to generate the following deliverables:

a. ATM Content:
I. The consultants will write a selection of articles on Africa’s tourism industry trends and new opportunities for tourism, which will appear as special interest pieces in the Africa Tourism Monitor report.

II. The consultants will provide narratives on prevailing sector dynamics as exemplified by the tourism statistics presented. The production team agrees to send finalized articles to project partners before end of October 2017. The proposed themes, article topics, and timeline for 2017 will be decided on at a later date between the African Development Bank, NYU Africa House and its affiliate Africa Travel Association.

Duration
