DAI is seeking consultant(s) for the following program:
The USAID Building Capacity for African Agricultural Transformation (Africa Lead II) Project is a five-year effort to support and advance the agricultural transformation in Africa as proposed by the African Union Comprehensive African Agricultural Development Program (CAADP), while simultaneously contributing to the Feed the Future goals of reduced hunger and poverty, by building the capacity of men and women African leaders, institutions and stakeholders to develop, lead, and manage the structures needed for the transformation process. This project has three components:
1. The establishment of institutional/organizational architecture to lead African agriculture transformation at the national and regional levels, operating at the highest level of effectiveness;
2. The operationalization of capacity to manage the policy change and alignment process; and
3. The effective participation and leading when necessary, of Non-State Actors (NSAs) in the CAADP process.
USAID/Senegal has asked for Africa Lead II capacity building assistance for the set of government and private sector organizations that are seeking to improve the environment for and the quantity and quality of investments (both domestic and foreign) into the agriculture and agribusiness sector in Senegal.
A main focus of the capacity building that Africa Lead II will provide under USAID/Senegal funding will be in the area of (1) investment promotion, (2) investor after-care, and (3) establishing performance metrics.
In this regard, the organizations that Africa Lead will be working most closely with will be APIX, BOS and MAER/DAPSA as well as nascent regional promotion bodies, the so called CERs, and private sector agriculture and agribusiness associations, including UNACOIS.
The Agricultural Investment Promotion Advisor(s) will be called upon for a range of activities related to improving the capacity of the organizations mentioned above and others as requested, to attract, facilitate, provide after-care and measure the impact of agricultural investment. Specifically, s/he will undertake the following types of initiative:
• Participate in capacity assessments and training needs assessments of the key organizations mentioned above and other as requested
• Provide class-room training on investment promotion, after-care, performance monitoring metrics
• Provide coaching and mentoring to BOS, APIX, CERs, MAER/DAPSA, etc. on
• Provide on-the-job training as STTA to the same organizations
• Participate in consultations between the main investment promotion agencies as needed and so as to provide information and evidence from investment promotions from elsewhere in the world
• Participate/lead tightly designed study tours to high performing yet relevant agriculture investment promotion
• Provide advice as relevant on Public Private Partnerships (PPP) and the role they can play in improving investments into agriculture
• Advise on organizational structure and coordination to ensure a more effective and efficient investment support infrastructure/architecture
• Consult with/collaborate with IFPRI/FSP team helping to work on policy that will strengthen the enabling environment
Qualifications:
• Advanced degree in business administration (MBA), finance or agricultural economics
• 10 + years working in investment, finance and other related fields with focus on agricultural markets
• Experience consulting with investment promotion bodies in developing or developed countries • Demonstrated ability to have provided advice that led to improved performance in attracting private investors and businesses
• Knowledge / experience working in West Africa / Senegal plus
• Fluent French / English speaker required
