Banyan Global is recruiting for an Agriculture Policy Expert for an anticipated USAID-funded regional agriculture project in East Africa. The project will promote increased agricultural production, trade, improved policies, finance and investment, and resilience to shocks and stress in the East Africa region by addressing agricultural issues that can only be solved on a regional basis.

Only candidates who are authorized to work in Kenya, Tanzania, Uganda, Rwanda, Burundi, Ethiopia, Somalia, South Sudan, or Zambia should apply. This position will be based in Nairobi, Kenya.

Responsibilities

The Agriculture Policy Expert will provide technical assistance and oversight for the following activities:

  • Build the capacity of East African regional stakeholders to develop a trade-friendly and resilient agricultural policy environment.
  • Support the adoption and implementation of trade supportive policies in the region, as well as capacity building of activities that encourage increased harmonization of agricultural policies across East Africa.
  • Serve as the project’s key representative in discussing agricultural policy reform with government stakeholders.
  • Develop best practice tools, trainings and systems on agricultural policy reform relevant to East Africa.
  • Engage with the private sector (food processors, traders, and farmers) and other stakeholders such as COMESA, EAC and IGAD to ensure that regional policy initiatives are demand driven.
  • Lead project efforts to build capacity to address Sanitary and Phytosanitary (SPS) measures by utilizing mechanisms to improve regional SPS capacity and infrastructure. Support project efforts to encourage the use of the mutual recognition of SPS protocols that will facilitate increased trade.
  • Lead stakeholder engagement to adopt trade supportive policies, as well as common industry standards that facilitate trade of agricultural products.

Qualifications

  • Bachelor’s/Master’s degree in agricultural, policy, business (with a focus on agriculture) or related field.
  • Minimum 10 years of relevant experience providing technical assistance on strengthening agricultural policy and regulatory environments.
  • Minimum 5 years of demonstrated experience working with a technical team to provide policy and regulatory technical assistance.
  • Demonstrated ability to work effectively with intergovernmental or government representatives and other stakeholders, particularly at the regional level.
  • Demonstrated experience addressing the regional agricultural development issues facing the greater East African region.
  • Understanding of gender integration best practices related to regional integration, trade and nongovernment organizations.
  • Prior experience managing a U.S. government-funded activity, preferably USAID.
  • Fluency in English.
  • Work experience in sub-Saharan Africa/East Africa mandatory.
