SUMMARY
The incumbent reports to the Chief of Branch, and is responsible for performing major functions related to all aspects of Information, Communication and Technology (ICT) and Enterprise Resource Planning (ERP) service delivery. More precisely, the incumbent is responsible for performing the following functions:
RESPONSIBILITIES
General Responsibilities
- Performing studies, as assigned, to determine the cost/benefits and feasibility of designing/deploying Information Systems (IS), or adapting/rationalizing existing systems.
- Preparing written reports describing results of each study performed, with justified recommendations (i.e. developing a “business case”) concerning large ICT solutions for related support requirements.
- Estimating time and resources required for each project and preparing plans for implementation of the approved requirements taking into account priorities and available resources.
- Designing, reviewing and optimizing business processes to implement the appropriate balance of user interaction and system automation.
- Preparing, planning and executing the development/deployment of ICT solutions, including feasibility studies, requirements analysis & definition, functional & technical specifications, user acceptance and review; actively participating in their planning and ensuring user satisfaction in the stages of testing, parallel operations, and deployment for user acceptance (project implementation plan).
- Preparing Project Description Sheets (PDSs), Project Initiation Documents (PIDs), Project Highlight Reports (PHRs), Project Closure Reports (PCR) according to IT Best Practices including estimation of time and resources necessary, and the cost effectiveness of the project.
- Executing project plans, including the monitoring/measuring of results against prescribed objectives, and ensuring that corrective action is taken where required.
- Managing, both from a technical and administrative point of view, the assigned personnel.
- Keeping up-to-date with modern technology appropriate to the equipment, software industry standards and application systems
- Ensuring that NSPA and NATO Office of Security (NOS) security regulations and IS state-of-the-art security practices are followed in all activities in the assigned area of responsibility; reporting any security incidents to the Chief of Branch.
- Detecting and resolving security violations, and enhancing security to avoid identified security failures, in close co-ordination with the staff in charge of IS security.
- Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war.
- In the event of crisis or war the incumbent will, subject to the agreement of their national authorities, remain in the service of the Agency.
Specific Responsibilities
- Execute projects related to Artificial Intelligence (AI) systems, including feasibility studies, requirements gathering, and systems implementation and deployment.
- Supervising project teams as assigned, providing them with guidance as required.
- Preparing Statements of Work (SOWs), supervising and reporting progress/performance of ICT contractors.
- Managing IT contractors and service companies working either on Firm Fixed Price (FFP) or on Time and Material (T&M) type of contracts.
- Advising on how Artificial Intelligence (AI) systems can be effectively implemented, bringing benefits to the Agency’s goals.
- Managing, analysing, designing, testing and maintaining selected Agency AI platforms and ensuring their integration in the Agency ICT landscape.
- Designing and developing AI models and algorithms to meet Agency’s specific business needs.
- Maintaining updated knowledge on the latest AI trends and technologies to ensure proper recommendations to agency stakeholders.
- Ensuring compliance with data privacy regulations during the design and implementation of AI systems
- Ensuring the implementation of the risk management process and managing the risks raised in their area of responsibility in compliance with NSPA prescriptive documents on Risk Management.
QUALIFICATIONS
General Qualifications
- University degree (preferably in computer sciences) equivalent education, or relevant professional experience.
- Minimum eight years’ experience in the IS field, with relevant experience on implementing AI systems and AI models.
- At least one AI project completed from feasibility study through to post implementation review, with responsibility as analyst at each stage of development.
- Broad technical background in the area of IT infrastructure and applications including Systems, Enterprise Resource Planning (ERP), Electronic Data Interchange (EDI), Internet technology, Service Oriented Architecture (SOA), network and systems security.
- Ability to communicate clearly and effectively, both orally and in writing, in technical and non-technical areas with technicians and non-technical managers in an often-stressful environment.
Specific Qualifications
- Knowledge and experience of Machine Learning, Deep Learning, and Natural Language Processing.
- Experience with AI-related frameworks, such as TensorFlow or PyTorch.
- Knowledge and proven experience on process and data modeling applied to large IT systems.
- Broad knowledge of the latest development languages and frameworks: C#, Java, JavaScript, Python, JavaScript frameworks (Angular, React), as well as Structured Query Language (SQL).
- Very good systems analysis and IT development methodology skills, as well as proven ability to develop and document IS concepts and architectures.
- Good knowledge of multi-tiered, SOA and cloud architectures, as well as experience in software and process modeling techniques.
DESIRABLE QUALIFICATIONS
- Knowledge of logistics Requirement Management and Configuration Management (CM) solutions.
