Background:

AIDSRelief is a five-year Antiretroviral Therapy (ART) program funded by the Human Resource Service Administration (HRSA) and part of the President’s Emergency Plan for AIDS Relief (PEPFAR). Led by CRS, AIDSRelief is a five-member consortium operating in nine countries. The consortium includes CMMB, IMA, IHV and Constella Futures. The program, valued at over $335 million, has currently over 55,000 HIV/AIDS patients on ART and projects to increase that number to 137,500 by 2009. AIDSRelief operates in South Africa, Zambia, Nigeria, Kenya, Rwanda, Uganda, Tanzania, Haiti and Guyana.

Now in its starting the fourth year of operation, the AIDSRelief program is implemented through nine CRS country offices, one of which is Abuja, Nigeria. The program operates through a decentralized system where country offices are charged with the lead role in program implementation, in country-reporting and decision-making for in-country activities. CRS as an agency manages the strategic direction, US-based representation, and required reporting to the US-based donor offices for all nine countries. Backstopping and support comes from a team of technicians and management experts based in the AIDSRelief Regional office in Nairobi and CRS HQ.

Job Summary:

The Chief of Party (CoP) is the most senior person with the AIDSRelief Nigeria team and provides leadership, vision, strategic guidance and management oversight toward the realization of key activities and targets of the program ensuring program and management quality within the context of the guiding principles and values of the AIDSRelief program. The COP/Nigeria ensures that AIDSRelief consortium members maintain a unified identity and implement decisions taken by the Country Management Team. The CoP will ensure the successful implementation of the annual Country Operating Plan and lead negotiations toward the finalization of this plan with the relevant USG representatives. The CoP is tasked with maintaining excellent relations with donors, state and national governments, local partners, appropriate level of Church representatives and Consortium Member (CM) agencies.

Primary Responsibilities:

The CoP is the principal manager for AIDSRelief in-country. H/She provides leadership and overall strategic direction for the program. Primary responsibilities include:

strategic planning and ensure alignment of decision-making, goal setting and problem solving for AIDSRelief Nigeria;

that the different departments and different consortium members in AIDSRelief function as a team with clear lines of responsibility and authority

that all standards, interests and protocols of CRS as an agency are protected given that CRS is the prime.

coordination with the Country Representative, serve as primary representative of AIDSRelief Nigeria to host government and appropriate levels of local Church on Nigeria operations;

timely reporting, effective coordination and information sharing with CDC, other PEPFAR programs, USAID, partners, host government and other donors;

effective coordination of ART activities with other CRS/Nigeria programming including Health, HIV/AIDS, other sectors and projects;

AIDSRelief Nigeria Sustainability planning;

p best practices, programmatic innovations and track key indicators of program success;

clear and consistent AIDSRelief Nigeria communications protocols;

that all protocols with the local Church structures are adhered to in relation to AIDSRelief Nigeria programming.

Specific Responsibilities:

The CoP will work closely with the DCoP and CM staff to assume the following specific responsibilities:

1. Representation

coordination with the CRS/Nigeria Country Management, serve as primary representative of the AIDSRelief Nigeria project to the Nigerian Government (specifically NACA and the National AIDS/STI Control Program – NASCP In coordination with the CRS/Nigeria Country Representative, serve as primary representative of AIDSRelief Nigeria to senior members of the Catholic Secretariat of Nigeria (CSN), particularly the National HIV/AIDS Coordinator and the Provincial and diocesan HIV/AIDS Coordinators;

coordination with DCoP, serve as primary representative of AIDSRelief to senior members of the USG PEPFAR Team (USAID and CDC) ;

coordination with the DCoP, serve as primary representative for activities related to the Daughters of Charity (DOC) network and the Medical Missionaries of Mary (MMS) network;

2. Coordination, Communications and Reporting:

coordination and planning of project goals and objectives for AIDSRelief in Nigeria (including the annual Country Operational Plan submission) and ensure collaborative approach among CMs;

e and develop appropriate tools to track program performance (dashboard, regular financial analysis, viral load, patient retention, etc…);

closely with CMs to ensure in-country and partners’ systems are in place to guarantee timely and effective implementation of project activities: M&E, training, community development, technical assistance, staffing, materials, equipment, medical drugs, and reporting;

that the AID Relief program meets donor and agency PQ and MQ standards

coordination with the HIV/AIDS-Health Section Head and Head of Programming, facilitate the integration of the ART Nigeria program into CRS/Nigeria overall health and HIV/AIDS programming (specifically regarding the integration of 7-D / OVC projects with AIDSRelief Nigeria);

ze and ensure the timely completion of accurate and consistent financial and narrative AIDSRelief reports for both local and international audiences;

AIDSRelief/Nigeria communication efforts, drafting a communications plan to include focus on communicating the AIDSRelief identity, necessary protocols; development of promotional materials; guidance on dealing with the press

3. Strategic Planning and Program Management:

efforts at program innovation; foster regular discussions with key stakeholders as appropriate; design program modifications as needed;

e regular analysis, recommendations and feedback to the Consortium members and other stakeholders on the program strategy and implementation in Nigeria;

ead AIDSRelief/Nigeria plan for sustainability, ensuring a transparent, collaborative and comprehensive approach;

formation of AIDSRelief Nigeria Steering Committee; participate as appropriate in said committee.

coordination with the Budget Manager, manage program budgets ensuring regular monitoring of spending of financial and material resources.

t regular supervisory visits and provide recommendations to Program Managers, CMs and local partners as necessary;

4. Human Resources and Supervision

ise AIDSRelief Nigeria DCoP and the Finance, Budget and Compliance Manager;

ise the implementation of the CRS Performance Management systems by all staff and supervisors and mentor staff to ensure higher levels of motivation, capacity and teamwork.

5. CRS/Nigeria Program Responsibilities

The CoP will also participate as a full member of the CRS/Nigeria Program Department team. This will include active involvement in all Program Department activities; with particular emphasis on coordination with other HIV/AIDS program staff. Specific responsibilities include:

through participation in the Nigeria Program Department team that the AIDSRelief program builds strategically on other links with CRS programs.

ch, stay up to date on, and disseminate HIV/AIDS methodologies, best practices, M&E tools, reports, findings, etc., including those from other country programs, that can be useful for CRS/Nigeria HIV/AIDS programming;

ipate in and share information from relevant trainings and workshops, as requested;

Qualifications:

s Degree in Management, Development studies preferably with a health focus or a Medical degree (MD) required

l 8-10 years experience in the developing world with a minimum of 5 years experience in project management positions.
