Job Description
**Responsibilities**
Under the supervision of the Chief, Air Transport Section, or his/her designated officer, the Air Transport Officer will provide aviation support to Air Transport Section (ATS), Logistics Support Division (LSD), Department of Peacekeeping Operations (DPKO), and will be responsible for the following duties:
Manage and carry out the work program of the Aviation Project, Planning and Training Unit; Ensure implementation of ICAO guidance on air/ground related Aviation Services, Airspace Management and Ground Support Equipment, including Airfields Services, Aviation Security; Air Traffic Advisory, Emergency, Crash and Search and Rescue, Fire Fighting Services, and Aviation Ground Safety equipment in order to mitigate risks, liability and exposure to the UN; Oversee, coordinate and implement Inter Agency Agreement with ICAO for Airfield Rehabilitation; Set up Global Navigation Satellite System (GNSS) procedures for airspace management and Safety of UN aircraft; Develop Request for Proposal (RFP) to provide airfield services through commercial contractors when required; Prepare Statement of Works (SOW) (UN operated airfield) for provision of Airfield Service Units from Troop Contributing Countries (TCCs); Assist with the issuance of Invitations to Bid (ITBs) and technical evaluation of bids, technical assistance to Procurement Service (PS) in contract negotiation; Establish aviation training program requirements and develop a syllabus for on the job training in all areas of mission aviation functional tasks; Conduct specialised aviation training programs and courses for personnel in ATS at UNHQ and in the field missions so as to equip all DPKO aviation staff with the essential knowledge required to effectively perform their functions; Technically assess substantive skills of candidates for field mission recruitment; Ensure the development and update of the DPKO Aviation Operations Manual as well as Standard Operating Procedures (SOPs) of the Section; Review mission aviation SOPs; Oversee the preparation of position papers and reports related to aviation support services; Oversee the preparation of technical reports, statistics and other documents required for air/ground support services, and regular and ad hoc reporting requirements related to air transport operations.

**QUALIFICATIONS**
Education
Advanced university degree (Master’s degree or equivalent) in Business Administration, Air Transportation/Aviation Management, Aerodrome Engineering, Aviation Law, or Aeronautical Engineering. A first level university degree with a combination of certification in Design, Modification of Aerodrome, Airfields/Air Terminals, including certification and experience in air transportation related occupation such as Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) implementation programme may be accepted in lieu of advanced university degree. Air Transport Pilot License/Air Transport Rating or Air Traffic Controller License or graduation from equivalent military air transport /air traffic control establishment is desirable.
Work Experience
A minimum of 7 years of progressively responsible experience in the preparation of air transport agreements and international legal protocols, proceedings and recommendations; experience in the preparation of bilateral agreements, including experience at the international level in managing aerodrome/airfields of international peacekeeping or military nature. Experience in Government Aviation Project or Air Transportation Project/Commercial Aviation/Air/Ground Support Operations an advantage. Work experience in a peacekeeping mission or inter-agency field office highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English required. Knowledge of a second official UN language, preferably French, is desirable.
