POSITION TYPE: Temporary Consultant

REPORTS TO: Grand Bassa Program Manager

PROJECT LENGTH: 5 Months

POSITION SUMMARY

AmeriCares is seeking a Construction Supervisor to monitor and oversee a renovation and expansion project taking place in Buchanan, Liberia over a 3 month period between July 1st 2015 and September 30th 2015.

The Construction Supervisor is a temporary consultant reporting to the Grand Bassa County Program Manager of for AmeriCares Liberia Office. This individual will be expected to monitor both the quality of materials used as well as the progress of the project on a daily basis.

The Responsibilities of the Construction Supervisor include, but are not limited to the following:

  • Ensures the completion of construction objectives by selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising job contribution; adhering to policies and procedures as they pertain to both AmeriCares and the Government of Liberia
  • Manages contractors by evaluating, monitoring, and controlling performance.
  • Meets operational standards by contributing construction information to strategic plans and reviews; implementing production, productivity, quality, and customer-service standards; resolving problems; identifying construction management system improvements.
  • Ensures that contractors meet construction budget by monitoring project expenditures; identifying variances; implementing corrective actions.
  • Fosters project results by defining project purpose and scope; calculating resources required; establishing standards and protocols; allocating resources; evaluating milestone assumptions and conclusions; assists in resolving design problems; evaluating and implementing change orders.
  • Approves structural progress by conducting inspections at critical phases.
  • Prevents fines and interruptions by complying with, and enforcing, codes.
  • Maintains safe, secure, and healthy work environment by following and enforcing standards and procedures; complying with legal regulations.
  • Prepares and submits monthly progress report to immediate supervisor
  • Enhances organization reputation by maintaining professional and positive demeanor.
  • Any other tasks assigned by supervisor

QUALIFICATIONS

  • Liberian national strongly preferred
  • Minimum 10 years’ experience in construction management and supervision
  • Minimum Bachelor’s degree in civil/construction engineering or equivalent; advanced degree preferred
  • Must hold necessary certifications as engineering professional
  • Extensive experience in construction bid analysis
  • Proven track record of success in oversight of construction projects
  • Ability to communicate effectively across industry lines
  • Ability to maintain and manage tight strict deadlines
  • Understanding of adjustments that need to be as adjustments to inclement weather
  • Thorough knowledge of the tools, techniques and materials used in general construction projects.
  • Must be available for the full 5 month period between July 1st and November 30th
  • Must be able to manage own accommodations within Buchanan, Liberia

SAFETY & SECURITY

  • While the risks of Ebola Virus Disease are now minimal within Liberia, there is still some level of risk associated with healthcare settings. The position holder will be expected to use caution when moving throughout the healthcare facility, and will avoid any and all contact with patients. At any point the position holder or AmeriCares has the option to end the assignment should the situation deem it necessary.
  • All staff must comply with AmeriCares security policies and procedures.

AMERICARES EBOLA RESPONSE OVERVIEW

To achieve these objectives, AmeriCares has recruited staff for and supplied Ebola Treatment Units in Liberia; provided personal protective equipment to frontline health workers working in more than 100 health facilities in the three countries; and is now working to rebuild and strengthen the weakened health care systems with funding and technical assistance.

AmeriCares is committed to strengthening health care systems in West Africa, as well as continuing to support Ebola patients and protect health workers on the frontlines of the epidemic. Our long-term, comprehensive response to the Ebola crisis in West Africa includes infection protection and control training for multiple health facilities in Bonthe, Sierra Leone, and support for health systems in Grand Bassa County, Liberia, with a focus on expanding and improving maternal and child health county-wide.

To date, AmeriCares has staged 47 shipments of medical aid to more than 100 facilities in West Africa to help treat Ebola patients and to provide protective gear for health workers. This includes more than 7 million units of medicine and medical supplies, including the infection control and personal protective equipment (PPE) that is the first line of defense against Ebola. The value of the medical aid shipped is $2.9 million.
