The Global Fund

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$15 billion to over 740 programs in 140 countries.

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected

Within the Application Delivery and Enhancement Team, this subject matter expert is responsible of on-going support, maintenance and enhancements of all Global Fund applications to the satisfaction of customers

Key Responsibilities and Accountabilities

As the Application Enhancement Manager:

  • Working closely with business, ensure that customers are satisfied as regards GF ERP support and enhancements. Ensure optimal uptime and performance.
  • Ensure applications are supported and maintained in line with established SLAs, including bug fixing and small evolutions for GFS and GMS based upon CAB's prioritized requirements
  • Negotiate & approve Service Level Agreements with third party suppliers to allow the IT function to meet internal service commitments
  • Report on workload per IT Leadership, IT Advisory Board, and Change Advisory Board (CAB) requirements
  • Liaise with Service Desk and Application Development/Delivery Team to understand change and enhancement requests in terms of need, budget, timeline, impacts
  • Provide input to the release management plan
  • Define and manage workflow, management reporting processes, and necessary SLAs
  • Render back and give inputs to the Business Analysts on the evolution of their applications

•· Track current expenditures against budget

  • Manage on-site and off-site consultants/contractors working with the Team
  • Manage the relationships with outsourced vendors delivering the on-going support, maintenance and enhancements of all Global Fund applications
  • Work with Oracle functional specialists to obtain 3rd line support
  • Work to establish and align with ITIL service management and release control principles

PERSON SPECIFICATION

Qualifications and Membership

Essential

  • Strong University Degree
  • Specialized accreditation in ITIL

Desirable

  • Accreditation in a recognized project management methodology such as PMI

Experience

Essential:

  • Deep experience of application and customer support
  • At least seven years experience in project management and application management and support including five years managing application development projects
  • Four to five years experience with successful management of outsourced providers and suppliers, including at least two years experience in developing and managing Service Level Agreements
  • Experience in issue resolution and working in dynamic and fast-changing environment with senior stakeholders, diverse cultures and multiple agendas.
  • Experienced in service delivery and quality assurance practices
  • Experience of user alignment to ITIL principles

Desirable:

  • Work in multicultural international organization
  • Exposure to business theory, governance processes, general management, budgeting, administrative operations and financial management

Technical skills and competencies

Skills:

  • Capacities in negotiation and consultation at a senior level, including demonstrated diplomacy, tact, discretion and good judgment in managing interactions with individuals at all levels within and outside an organization
  • Experience developing back-end systems using Enterprise Application Integration technologies
  • Ability to work independently with medium degree of autonomy
  • Ability to drive toward decisions and resolutions under ambiguous circumstances and tight timeframes; skilled in deconstructing complex change and enhancement requests to determine impacts of changes on the environment
  • Ability to exhibit and maintain calm, even during stressful situations

Languages

An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.

The Global Fund is a foundation established under the laws of Switzerland enjoying certain privileges and immunities in Switzerland pursuant to a Headquarters Agreement concluded between the Swiss Federal Council and the Global Fund on 13 December 2004.

The person selected for this position will be appointed for a continuing duration contract.

We offer competitive remuneration packages. Salaries are paid in Swiss Francs, and salary and benefits of staff are exempt from taxation in Switzerland. This position is at Global Fund Grade 05 with a minimum basic annual salary of 119,200 Frs.
