EMERGING MARKETS GROUP (EMG), an independent firm associated with Deloitte Touche Tohmatsu, provides development consultant services under donor-funded initiatives such as USAID, DFID, CIDA, MCC, the European Commission, the World Bank and the Global Fund to Fight AIDS, Tuberculosis and Malaria.
EMG is currently seeking Architects / Engineers (over a period of 30 months) for a project providing technical assistance to the Government of St. Vincent and the Grenadines for the Project Support Unit of the Tourism Development Project.
Architects/Engineers should be recruited to undertake the design and supervision of works on the 20 designated sites. The total amount for the works at the 20 sites is approx. ? 3,000,, and it is envisaged that works on the sites would start at different times over a period of 30 months.
The objective of the project is: To attain high levels of sustained growth, increasing employment and reducing the levels of poverty.
To develop and spread the benefits of the tourism sector through the implementation of the recently-drafted Tourism Master Plan for the development, management and operation of all designated sites.
To form a Project Support Unit (PSU) that will support the work of the Ministry of Tourism / National Park Authority in the daily management of the Tourism Development Project.
The main tasks of the PSU will be as follows:
Project Management: Coordination of the project activities, guidance, accountability, administration, reporting, preparation of meetings, etc. Support to the Development of the National Parks Management System, including the involvement of the communities Marketing activities Design and Supervision of Works to be undertaken at the 20 designated sites.
The main tasks of the Architects / Engineers will be to:
Review the designs produced for the 20 designated sites Visit all sites and consult local and other stakeholders, in coordination with the Community Expert Produce more detailed designs, bill of quantities, specifications, etc. Examine legislation and codes as these may affect the project Make enquires with the Physical Planning Division Regroup sites that would be upgraded under a single tender Develop the Tender Dossiers, regrouping the works into a single tender, where deemed necessary, and facilitate the management of the tendering process Prepare the contracts for winning bids Supply necessary information to the main contractor in accordance with the conditions of the contract to enable the firm to take possession of the site and commence works Prepare and supply to the contractor, such further drawings, schedules, specifications, instructions or details that may be required for the proper execution of works Administer the contract in accordance with the terms of the contract Provide periodical observations, as may be necessary to ensure that the works are being executed in accordance with the Contract and true to the design and concept for the project Issue charge orders, certificates and other administrative duties under the contract. Authorize certificates for payment Advise the MoT/NPA on the progress and quality of work and whether the contract sum or construction period is likely to be significantly varied. Provide the MoT/NPA with updated building/construction drawings upon completion of the project. Provide final endorsement of the work of the contractor Train counterpart staff
Qualifications: Degree in Architecture, Engineering, or related discipline EU national or citizen of one of the ACP countries Extensive experience in the design and supervision of works Specific experience in the design and supervision of works to upgrade tourism sites (parking facilities, toilets, trail facilities, etc.) Specific experience with works funded by donors would be an asset Fluent spoken and written English.
