POSITION SUMMARY:
The Area Coordinator must ensure that all program designs and implementation and outputs in the area align with World Relief’s (WR) strategy, donor standards, and local laws. Other essential duties include the management of: Operations, Safety and Security, Human Resources, Financial Reporting, and Community Relations and representation.
RESPONSIBILITIES:
1. Support the coordination of all projects in Greater Upper Nile in close communication with the Program Director (PD) and Country Director (CD).
2. Support the oversight of ongoing programs:
-Support program managers to address programmatic challenges
-Ensure each program is contributing a significant impact through monitoring and evaluation to ensure implementation of quality programming and accountability commitments and for ensuring World Relief policies and procedures are adhered to.
-Facilitate monitoring of the projects with project staff, to review project progress, review beneficiary feedback, identify corrective actions required, and capture learning.
-Ensure project completion, filing and archiving procedures are implemented.
-Support the oversight and monitoring of staff operating in remote areas via email and SAT phone contact, and collaborate with relevant WR representatives on the ground to ensure that proper procedures and best practices are followed in project implementation
-Provide leadership to the project team, ensuring clarity over project plans and priorities, encouraging effective team work and inclusiveness, and building a team spirit through regular meetings and team events
3. Ensure program operations are functional:
-Prioritize needs for resource sharing with WR assets
-Ensure accountable and efficient systems are in place
-Audit procurement systems, pricing, and inventory on a monthly basis
-In close collaboration with Project Managers, support in managing project budgets, in conjunction with the Finance Manager, Logistics Manager, and finance and logistics staff, ensuring project budgets are calendared, a procurement plan is drawn up, and assisting project staff in managing specific project budget lines, monitoring expenditure to budget and identify any corrective actions required.
-In conjunction with the Logistics staff, ensure logistics systems (procurement, transport, storage, communications, estate / buildings management, asset management etc.) are in accordance with World relief’s logistics systems and policies.
4. Serve as the security focal point for Greater Upper Nile:
- Responsible for security management for the project team in the designated area
-Update evacuation and contingency plans frequently
-Conduct regular security meetings with national and international staff ensuring staff are fully briefed/trained on the agreed security measures appropriate to the area, staff understand individual and collective responsibilities for safety and security and ensuring incidents are reported, critical learning is recorded and corrective actions taken
-Gather relevant information
-Assess risk and, in coordination with the senior management team in Juba, determine areas of safe operation
-Enforce safety and security policies and procedures, and identify and resolve any gaps in security and safety protocols (with particular concern for road safety)
5. Manage Human Resources:
-Work directly with the South Sudan HR manager
-Ensure staff morale is high
-In conjunction with the HR staff, ensure local recruitment is consistent with World Relief’s HR recruitment policies, the legal context and local practice.
-Ensure HR policies and procedures are understood by the project team and implemented.
-Track and approve leave time for staff that are directly managed
-Conduct performance evaluations for staff that are directly managed
-Resolve staff disputes and disagreements
-Enforce disciplinary measures as necessary
6. Monitor financial risk, reporting, and program budgets:
-Work with the Finance Manager to produce funds requests and spending forecasts
-Approve funding requests and payments
-Conduct surprise cash counts
-Work closely with the Juba Finance Manager to ensure grant specific finance procedures are followed exactly
7. Strategic Project Management
-Lead on conducting assessments and the shaping of new project proposals in new areas, in accordance with the Programme Strategy and in close communication with the Program Director (PD) and Country Director (CD).
-Support in development of project proposals (narrative, log frame, activity schedule and budgets)
-Support in provision of interim and final project reports for submission to donors in accordance with the reporting schedule and the required reporting formats.
-Participate in project evaluations to assess project impact and effective use of resources.
8. Facilitate good community relations by establishing and maintaining positive relationships with church leaders, Government officials, the UN, and non-government organizations:
-Ensure that WR is accepted by the community
-Ensure local government at the Payam and County levels support WR project implementation
-Attend relevant meetings
-Coordinate with Government, NGO’s and UN agencies to avoid overlap and identify programming gaps
-Establish normal protocols for assisting other NGO’s (in particular Christian NGO’s) that may need support in Greater Upper Nile in order to implement programming elsewhere
9. With a generous and serving spirit perform all other tasks and responsibilities assigned for the benefit of World Relief.
10. Maintain a Christian witness to the communities
SUPERVISORY RESPONSIBILITIES: Manages and oversees all program and support related personnel in the geographic area assigned
