Title : ASSESSMENT EXPERT – VET SYSTEM Location : Windhoek – Namibia Starting date : Duration : 10 months
Background :
NAM/347 will support the transformation of the Namibian VET system from a supply-driven to a demand-driven approach, as intended in the new legal and institutional framework. An important part of the process is that the previously government owned and controlled Vocational Training Centers (VTCs) will be transformed into semi-autonomous institutions that will offer programmes approved and assessed by the Namibia Training Authority (NTA). Concurrently, Namibia is introducing Competency Based Education and Training (CBET), which implies a new outcomes-based approach to curriculum, training and particularly assessment of competences and the introduction of Recognition of Prior Learning (RPL).
CBET is intended to be industry-led, more relevant and more effective than traditional programmes. The NTA needs to develop sound policies, procedures and capacity to manage an increasing assessment workload professionally and to respond to the demands from industry for reliable and coherent RPL policies. International TA will be provided to strengthen the small assessment department that NTA has already established and to promote the reliability of Assessment processes (including RPL) in industry.
Job descriptions / duties :
The assignment is expected to lead to the following results:
ο A prioritized capacity development plan for assessment and RPL in the NTA and the Assessment Department ο The Assessment Department capacitated in terms of competent manpower and a number of tested and operational policies and procedures. ο Database of sample assessment tools established. ο Pilots of RPL conducted in at least two industry sectors.
Qualifications :
The international TA will:
ο Be a VET evaluation expert with at least 10 years of international professional experience. ο Have specific experience with the CBET approach, CBET assessment, RPL and particularly its challenges in a developing country. ο Experience from similar assignments will be a major advantage. ο Have good communication skills and be able to cooperate with people at all levels, and coach counterparts as needed. ο Have perfect knowledge of the English language in which all communication will take place. ο Master common computer programmes.
