Job Description

USP seeks a consultant to support the Architectural/Civil Engineer for a potential 3-year project in DRC, where USP will provide assistance towards strengthening the maturity level of the National Pharmaceutical Regulatory Authority (ACOREP), strengthening capacities of the National Quality Control Laboratory, and developing strategy to strengthen local production of medicines and vaccines. The consultant/engineering firm will provide technical assistance to support the renovation, construction, and operational readiness of vaccine analysis laboratories under the LNCQ.

**This opportunity is connected to a proposal. Any consultant engagement is contingent upon contract award.**

Roles and Responsibilities

A. Infrastructure Oversight

· Assist in design development support and review of technical documentation for construction, as needed.

· Supervise the renovation/construction of vaccine analysis laboratories.

· Conduct technical assessments to inspect and verify safety, compliance, and adherence to architectural and civil engineering standards.

· Ensure commissioning, technical acceptance, and final acceptance of all works.

B. Equipment and Supplies

· Provide technical assistance in defining technical specifications for:

o Laboratory equipment

· Oversee installation qualification (IQ) of equipment.

C. Environmental and Social Safeguards

· Know, comply with, and enforce:

o DRC national laws and regulations

o World Bank standards on environment, health, and safety

· Develop and implement:

o Environmental and Social Management Plans (ESMP)

o Occupational Health and Safety (OHS) protocols

Additional responsibilities include:

· Assistance in drafting and validating:

o Normative documents (decrees, directives)

o Tender documents (DAO)

· Reporting and Deliverables:

o Weekly progress reports on construction and equipment installation

o Final commissioning and acceptance report

o Environmental and social compliance audit report

Qualifications

· Have a degree in civil engineering;

· Have at least five (5) years of proven experience in the field of construction in general and in the field of building renovation and development in particular (laboratories);

· Be fluent in French (or bilingual) and proficient in IT tools;

· be able to communicate and report in the absence of the incumbent.

· Proven experience in laboratory design and construction oversight

· Familiarity with ISO 17025, WHO PQ, and GMP standards

· Demonstrated capacity to work in low-resource settings and with donor-funded projects
