Job Description

DAI is seeking a Assistant Fund Manager for the “Disability Inclusive Development” programme, a 6-year, £29.25m ISD Budget programme aimed at reaching the poorest and most excluded people. As set out in the UK Aid Strategy, the UK Government will implement the promise of the Global Goals to Leave No One Behind and as part of this commitment, this programme objectives will be:

Deliver tangible outcomes to improve the lives of people with disabilities – this includes improved educational attainment and health outcomes, productive jobs and livelihoods and reduced stigma and discrimination for people with disabilities of all ages. This includes within conflict and humanitarian settings;

Generate a significant, and rigorous, evidence base on ‘what works’ to deliver results for people with disabilities; Ensure data and evidence is used by the global community and governments to increase action and investment.

Scope of Work:

Duties and Responsibilities:

  • Lead fund and contract management (administration, compliance, implementation and monitoring), and ensures compliance to procurement standards and applicable legal and financial regulations at programme level;
  • Manages visibility and communication about DID fund;
  • Prepare contracts in collaboration with technical experts; assess implementing partners’ capacity building needs and set up training or improvement plans, especially focused on financial and fiduciary risk management;
  • Prepare manual and procedures for fund disbursal and contracts, and ensure its continuous improvement throughout the life of the programme;
  • Monitor (including through a database) contractual agreements are approved, documented and implemented in a timely and compliant manner, and for evaluation purpose;
  • Design and implementations of process aligned to the programme fiduciary risk strategy; financial management checks on implementing partners; verification of claims made by grant holders against budgeted workplan;
  • Assessment of annual financial reports;
  • Report to the Team leader and M&E Lead on fund allocation, implementation and capacity building; produce quarterly and on-demand reports;
  • Manage assistants, including supervision and direction of their work, performance and development, and quality assurance of their delivery;
  • Participate in knowledge management and keep up-to-date with best practices in line with funding disability and inclusion initiatives;

Requirements:

  • 5+ years’ experience overseeing and managing multi-country funds, coordinating multiple implementing partners, including fiduciary risk management;
  • Knowledge of FCDO (formerly DFID) fund management and reporting systems is desirable;
  • Knowledge of fund disbursement applicable regulations and quality standards
  • Experience in assessing performance gaps in prospective implementing partners fund setting up capacity building plans up to approval
  • Experience in disbursing funds for social development initiatives is desirable;
  • Excellent communication skills.
  • Understanding of key approaches to monitoring and evaluation and the delivery of value for money for donor clients.
  • Fluency in English (both written and oral) is essential.
  • Certified Public Accountant qualification is desirable.
