Background
The Global Health Advocacy Incubator (GHAI), an initiative of the Campaign for Tobacco-Free Kids (CTFK), draws on decades of work on tobacco control campaigns and its growing experience on other public health issues to drive policy change campaigns around the globe to improve health. To date, these issues have included road safety, food policy, cardiovascular health, drowning prevention, civil registration & vital statistics, preventing epidemics, and maternal and reproductive health, among others.
The GHAI now seeks an Associate Director, Advocacy, to join a dynamic team advancing efforts to improve critical road safety policies in specific low-and middle-income countries. Every year an estimated 1.25 million people around the world die because of road traffic crashes, and millions more are injured. GHAI’s mandate under the road safety program is to stimulate policy change that will prevent road crash deaths and injury through addressing key behavioral risk factors, including speeding, seatbelts, child restraints, helmets, and drink driving. The Associate Director, Advocacy will report to the Program Director, Road Safety. This position is based in Washington, DC and is open to U.S. citizens and other applicants who already possess U.S. work authorization. Until reentry to the DC Office is approved, all DC- based positions are remote.
Position Overview
The Associate Director, Advocacy supports the execution of key programmatic efforts and policy change initiatives in 2-3 countries engaged in the program, in collaboration with the Road Safety Program Director, other GHAI road safety staff, and global partners.
The Associate Director, Advocacy works in partnership with civil society and multilateral organizations to advocate for policy change and engage in regulatory reforms that aim to improve road safety in low-and middle-income countries. The position requires a well-developed understanding of in-country advocacy campaigns that lead to national policy and regulatory change, strategic thinking, strong project management skills and the ability to work within cross-functional teams, and a demonstrated commitment to local partner advocacy training and capacity building in a global context. The position is located in Washington, D.C.
KEY RESPONSIBILITIES
The Associate Director, Advocacy is responsible for leading GHAI’s road safety advocacy strategy and execution for 2-3 countries. This position works closely with other Road Safety Program staff (e.g., Program Director, Communications, Capacity Building) and key global partners to identify, engage, and support local civil society partners to design and execute policy change campaigns. The Associate Director, Advocacy will:
· Coordinate and collaborate with colleagues from the Global Road Safety Partnership who manage grants and provide road safety technical assistance, in order to develop strategy, engage with local partners and facilitate access to global best practices on road safety risk factors.
· Assist in-country advocacy coordinator to identify local partners, support them in developing an advocacy capacity building plan, and ensuring that their needs are understood
· Collaborate with the in-country advocacy coordinator, as well as global and local partners, to develop and execute strategic advocacy campaigns including:
o mapping the political landscape;
o identifying allies, champions, and opposition;
o educating policy makers
o building coalitions and mobilizing public support;
o engaging in proactive media advocacy in support of policy change and
o supporting implementation of other core advocacy strategies and tactics to drive a successful policy change campaign.
· Provide ongoing strategic and technical assistance to local partners and coalitions as they execute policy change campaigns.
· Monitor progress of campaign execution and outcomes and report to relevant stakeholders.
· Develop and implement strong, clear work plans to implement strategy, manage communication, and coordinate among global and in-country partners..
· Manage in-country staff.
QUALIFICATIONS
Seven or more years of experience working on public health policy issues in Africa and/or Asia.
· Proven track record of managing complex projects related to public health policy change in low- and middle-income countries. Road safety or transportation policy experience a plus.
· Demonstrated excellence in using the tools and practices needed to influence public health policy in low- and middle-income countries.
· Experience working with civil society organizations government at the national and sub-national level to implement policy change campaigns;
· Experience working across a diverse set of stakeholders with sensitivity to the political and policy dynamics;
· Experience working at the global level and in cross-cultural settings, and the ability to travel internationally;
· Strong written and oral communications skills including the ability to contribute to internal and donor reports;
· Consultative and collaborative approach; navigating with ease a large and complex international NGO; and commitment to locally-led advocacy approach.
· Bachelor’s degree in public policy, political science, public health or other relevant field; Advanced degree preferred.
· Proficiency in a foreign language desired.
