Function of the Position:
The Associate Director/Director will lead DAI’s 20-person United States Government (USG) BDU/Recruitment Team, providing strategic direction and ensuring compliance with all internal and client policies and procedures. The position will coordinate closely with the USG leadership team, Human Resources (HR), DAI’s Office of Information Management and Technology (OIMT), and Ethics team, among others. Provide overall management of the recruitment team and ensure that all guides, tools (online and offline), and training are optimized to support DAI’s recruitment and new business objectives. This position reports directly to the Vice President, Business Development and liaises closely with DAI’s HR team.
Roles and Responsibilities:
New Business
- Ensure Proposal Recruitment contributes to the USG Business Unit’s new business target.
- Manage environment so that recruiters can deliver top quality and winning candidates on proposals.
- Develop and implement uniform standards for proposal recruitment.
- Test, pilot, and scale new approaches to recruitment sourcing and strategy.
- Pursue efficiencies in recruitment and compliance processes, leading to lower proposal costs.
- In collaboration with BDU, Sectors, and Regions, identify forward trends and develop recruitment strategies.
- Pursue enhanced recruitment systems, in collaboration with VP BDU, HR, and OIMT.
- Contribute to recruitment on specific bids and projects.
- Lead recruitment of high value candidates for specific opportunities.
- Assist Recruiters to develop compliant and competitive salary offers using market data
- Allocate resources according to changing priorities, coordinating closely with the VP BDU and other members of the USG Leadership Team.
- Ensure compliance with all internal DAI practices, policies, and procedures related to recruitment; ensure compliance with USG client rules and regulations, including USAID, DoD, DoS and others; ensure compliance with DAI General Data Protection Regulation (GDPR) policies and procedures
- Reinforce DAI’s brand as an industry leading organization by promulgating recruitment best practices for treating all candidates with courtesy, respect, and professionalism.
Staff Management and Development
- Oversee implementation of comprehensive recruitment training plan as a component of overall BDU training plan, for USG New Business, Sectors, and Regions.
- Oversee and make updates to relevant guides, tools, and templates.
- Effectively integrate recruitment into business development by cross-training staff.
- Broaden skillset of Business Development staff to include mastery of all aspects of the Recruitment function
- Broaden Recruiter skills and versatility, enabling recruiters to work on other elements of the proposal or in other functional areas to support the proposal (e.g. pricing, etc.)
- Liaise with Project Recruiters (Regions) to ensure candidate coordination and compliance
Collaboration and Learning
- Enhance global knowledge management for recruitment and ensure knowledge and networks are shared across Sectors, Regions, and Business Units.
- Successfully promote use of Recruitment Management System (RMS) across DAI departments and Business Units.
- Coordinate closely with HR on development and dissemination of proposal and project recruitment policies and standards.
- Coordinate closely with OIMT and HR on enhancements and maintenance of key recruitment systems –Taleo and DAI’s customized Recruitment Management System (RMS).
Minimum Qualifications:
- Grade 12: Minimum of 13 years of relevant work experience and a Bachelor’s degree or 11 years of experience and a Master’s degree
- Grade 11: Minimum of 11 years of relevant work experience and a Bachelor’s degree or 9 years of experience and a Master’s degree
- Minimum of 5 years of successful recruiting and/or business development experience for USAID bids and projects
- Strong management and leadership skills
- Must possess excellent communication, relationship-building, and interpersonal skills
- Ability to communicate complex concepts/business issues verbally and in writing to internal leadership, clients, colleagues and staff
- Ability to prioritize multiple competing responsibilities/projects and proven ability to develop business relationships
- Highly effective at working in fast-paced, deadline-driven environments
- Equivalent combinations of experience and training will be considered
Preferred Qualifications:
- Master’s degree in a relevant discipline
- Fluency in another relevant language
- Experience with applicant tracking systems, preferably Taleo
Supervisory Requirements: 5-6 direct reports (team size: 20)
