Position Summary:

The Associate Director of Diversity, Equity, Inclusion, Accessibility, and Belonging (DEIA&B) is responsible for providing leadership and expert advice in the development and delivery of strategies, programs, learning, and tools to accelerate the creation of a more inclusive, diverse, and equitable workforce. The role is set within the context of transformational change in the GH Bureau and partners closely with the GH Lead for DEIA.

Core responsibilities include providing expert advice, leading working groups and developing evidence-based findings to support recommendations for DEIA&B practices in order to provide support to GHTASC Institutional Support Contractors (ISCs). This position works collaboratively with all members of the GHTASC Program Management Office including but not limited to the Human Capital Director, Performance Management Team, Learning and Organizational Development Team, Recruiting, and Communications. The incumbent will represent the GHTASC PMO in various internal and external DEIA forums while also collaborating on communications concerning the GHTASC ISC workforce. The Associate Director of DEIA&B reports to the GHTASC Human Capital Director with the GHTASC Deputy Director as Supervisor of Record.

This is a hybrid regular full-time position that is required to work remotely and in-person in the office located in Washington, DC. Occasional domestic travel may be required.

Full salary range for this position: $107,456 to $163,320 per year. The typical hiring range for this position is from $107,456 (minimum) to $135,388 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.

Essential Duties & Responsibilities
  • Develop frameworks, strategies, tools, learning programs and activities for fostering inclusion, equity, and greater diversity in the workplace.
  • Ensure alignment regarding DEIA&B with GHTASC policies, systems, and processes and recommend approaches, response, and ways forward.
  • Oversee priorities that support the GH DEIA implementation plan and activities that directly impact ISCs serving under GHTASC; design appropriate DEIA&B interventions to achieve priorities, as needed.
  • Develop and sustain effective working relationships with DEIA-related USAID staff including DEI Councils, Employee Resource Groups, and A/DEIA staff, along with other key stakeholders to support GHTASC strategic objectives.
  • Serve as GHTASC DEIA&B Lead working closely with USAID DEIA Activity Manager for GHTASC and participating as a member of GH Anti-Discrimination Council and relevant DEIA Workstreams.
  • Work collaboratively with stakeholders to shape and influence transformational shift to working environments that are respectful, safe, collaborative, innovative, inclusive and accountable.
  • Design, develop, deliver, collaborate on, and coordinate learning and development initiatives to strengthen diversity, equity, and inclusion in the workplace with specific focus on hiring, retention, and promotion of a diverse workforce.
  • Partner with Communications team to develop, influence, and ensure consistent messaging and regular project-wide communication on Diversity, Equity, Inclusion, Accessibility, and Belonging (DEIA&B) philosophy, events, and practices.
  • Support DEIA&B practices for GHTASC through the design of survey tools, interviews, and consultation with staff; participate in the development and delivery of the GHTASC employee engagement survey, analysis, debriefs, and action planning.
  • Stay abreast of emerging DEIA&B trends, best practices, and networks and shares knowledge across GHTASC Project Team and Partners.
  • Lead the development of Quarterly DEI report in collaboration with MEL Specialist to monitor recruitment and outreach activities, staff promotions, performance ratings, professional development opportunities, employee satisfaction and retention.
  • Serve as supervisor of record for GH DEIA ISCs.
  • Travel domestically as required.
  • Perform other duties as assigned.
Minimum Qualifications
  • 5 years of relevant professional experience in diversity, equity, inclusion, Accessibility, and Belonging; including 1 year as a manager.
  • Bachelor’s degree is required, or substitute with four additional years of related experience.
Other Qualifications
  • Diversity/EEO certification by an accredited institution highly desired.
  • A broad, mature, and deep understanding of and passion for diversity and inclusion strategies, approaches, programming, evaluation, and networks.
  • Demonstrated knowledge of US Federal government and/or private sector diversity and inclusion efforts; familiarity or previous experience with USAID preferred.
  • Experience leading DEIA&B efforts within an organization, preferably in the public, non-profit, or international development sector.
  • Demonstrated proactivity, resourcefulness, and creative and innovative problem-solving; ability to meet or exceed deadlines, converting ideas to tangible fruition.
  • Strong analytical skills, proficient in interpreting data, identifying trends, and developing thorough analyses for recommendations and decision making.
  • Demonstrated ability in program management or working across multiple offices and different levels of employees or teams.
  • Demonstrated organizational management, leadership skills in negotiating, influencing, and managing diplomatically sensitive issues, in order to build and sustain a culture of accountability, ownership, and delivery among stakeholders.
  • A depth of understanding of the US and international issues of diversity, equity, inclusion, and accessibility and experience with implementing organizational transformation activities.
  • Ability to understand and articulate the value that a diverse workforce brings to USAID.
  • Self-starter and strong team player (playing both leadership and execution roles) and
  • demonstrated ability to negotiate and influence varying viewpoints between stakeholders.
  • Strong communication skills; proactive, clear and effective communication and transparency in sharing/relaying information.
  • Comfortable with public speaking and/or leading training or teambuilding with a strong ability to have difficult conversations.
  • Must be able to work remotely and in-person in the office located in Washington, DC.
  • Ability to do occasional domestic travel as required.
  • US citizenship or US permanent residency with the ability to obtain and maintain Facility Access.
