Organizational Context
UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate in SDG-9, calls for the need to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. Accordingly, the Organization’s programmatic focus is structured in three thematic priorities:
UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard-setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the following areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.
The position is located in the Department of Trade, Investment and Innovation (PTC/TII) which supports countries in their efforts to develop through trade, investment and innovation the potential of the manufacturing sector to drive socio-economic progress. The Department is responsible for assisting countries to strengthen competitiveness in global markets through capacity-building in quality, environmental sustainability, and social accountability requirements in accordance with international management system standards and private sector requirements. It supports the establishment of linkages between producers/processors in developing countries and local, regional and global value chains (retailer, manufacturers) by developing capacities in the area of product quality. The Department provides technical cooperation and capacity-building services to enhance the contribution of the private sector to ISID. It enables investment, supports science, technology and innovation and facilitates access to appropriate sustainable technologies for developing countries. The Department promotes the upgrading of industrial enterprises and supports their integration into national and global value chains through business linkages fostering sustainable sourcing. In providing these services, the Department cooperates closely with other departments. It also relies on the coordinated deployment of UNIDO’s international network of Investment and Technology Promotion Offices (ITPOs).
PROGRAMME CONTEXT
The Global Quality and Standards Programme (GQSP) (SAP ID 170032) aims to strengthen the quality and standards compliance capacity for selected Swiss State Secretariat for Economic Affairs (SECO) priority countries (Colombia, Egypt, Georgia, Ghana, Indonesia, Kyrgyzstan, Peru, South Africa, Tajikistan, Tunisia, Ukraine, and Vietnam) to facilitate market access for SME by working in emblematic sectors per country. The programme will pursue three outcomes, thus responding to the main compliance challenges identified for developing countries:
Outcome 1: Technical competence and sustainability of the National Quality Infrastructure System is enhanced. Institutional strengthening of key institutions and relevant public-private support institutions through capacity building, use of best practices, skills development, and implementation of management systems to ensure quality and international recognition of their services.
Outcome 2: SME compliance with international standards and technical regulations is enhanced. Improving of compliance capacity through specialised training, capacity building and preparation for certification, strengthening of cluster networks and quality consortia as well as relevant support institutions.
Outcome 3: Awareness for quality is enhanced. Advocacy, up-scaling of knowledge dissemination, advice for informed policy decisions on standards compliance and support for policy development.
The main counterparts are National Quality Infrastructure Institutions, Conformity Assessment service providers, Small and Medium-Size Enterprises (SMEs) as well as Trade/sector associations. Other counterparts include Ministries of Industry and Commerce, Ministries of Agriculture and other actors along the sectors.
The programme duration is 5.0 years (including 6 months inception phase) with a budget of CHF 17.35 Mio under funding by SECO, Switzerland.
GOVERNING STRUCTURE AND PROGRAMME COORDINATION
The Programme is governed by a GQSP Steering Committee (GSQP-SC) comprising UNIDO and SECO which will meet at least twice a year, once in Bern or Vienna and once virtually. The GQSP-SC’s main role will be to provide strategic guidance and monitoring of progress towards established objectives and outcomes set out in the programme.
The Programme management and coordination is lead by the Director, Department of Trade Investment and Innovation (TII)
at UNIDO Headquarters and country level implementation will be conducted by TII Project Managers in close coordination with SECO Project Managers. Country level interventions will be monitored by a country SC consisting of UNIDO, SECO, partners at country level and UNIDO Project Management Unit (PMU) in its function as secretariat. The PMU is lead by a Chief Technical Advisor and comprises technical specialists and support staff.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross- functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters.
Staff -members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions
The Associate Industrial Development Expert will work under the direct supervision of the Programme Manager, PTC/TII, and in close coordination with other Project Managers involved in the implementation of the programme, and will specifically perform the following duties:

Minimum Requirements
Education:
Advanced university degree in engineering, economics, business administration or equivalent.
UNIDO Languages:
English (Fluent), Fluency or working knowledge of another official UN language is desirable.
Field of Expertise:
A minimum of 3 years of professional and technical experience in a relevant area.
Experience in the provision of technical assistance, ideally trade-related required. Training in quality management system audits would be an asset.
Working experience with SAP applications for project management would be a distinct advantage. UN project implementation and field experience highly desirable.
Working experience in socio-economic analysis, indicator development and impact monitoring would be an asset..
