The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Convention on the Conservation of Migratory Species of Wild Animals (also known as ‘CMS’ or ‘Bonn Convention’) aims to conserve terrestrial, aquatic and avian migratory species throughout their range. It is an intergovernmental treaty of the United Nations, concerned with the conservation of wildlife and habitats on a global scale.

Under the general supervision of the Executive Secretary of the CMS Secretariat (Bonn, Germany) and the day-to-day supervision of the CMS Head of Terrestrial Species Team, the incumbent will be responsible for promoting and furthering support to CMS and its activities related to the IKI-funded project Enhancing the conservation of flagship migratory mammal species of Central Asia through climate change-informed management and decision making (CAMCA).

Responsibilities

1. Works with key stakeholders of the IKI-funded project Enhancing the conservation of flagship migratory mammal species of Central Asia through climate change-informed management and decision making (CAMCA) to facilitate the implementation and evaluation of the project; monitors and analyzes specific aspects of project implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

2. Carries out basic research on selected aspects of the project to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.

3. Provides substantive support for project coordination and evaluation, including the review and analysis of emerging issues and trends, participation in impact evaluation or equivalent studies.

4. Participates in survey initiatives, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.

5. Contributes to the preparation of various written project outputs, e.g. draft background papers, analytical notes, sections of reports and studies, and inputs to publications.

6. Provides administrative and substantive support to project meetings and conferences, to include proposing agenda topics, identifying participants, preparation of background documents and presentations and handling logistics.

7. Undertakes outreach activities; participates in the development of training workshops and seminars; participates in and makes presentations on assigned topics/activities.

8. Participates in field missions, including provision of substantive and administrative support.

9. Coordinates activities related to budget funding (progress reports, financial statements) and preparation of related documents/reports.

10. Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in environmental or biological sciences, environmental law or other closely related discipline. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two (2) years of progressively responsible experience in environmental programme / project management or a closely related field is required.

Experience of working in an international organization or multilateral environmental agreement secretariat is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Russian is desirable. Knowledge of another official United Nations language is desirable.

NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
