Organizational Setting

The International Centre for Migration Policy Development (ICMPD) is an international organisation tasked with promoting innovative, comprehensive and sustainable migration policies. With 19 Member States and over 70 projects active throughout Europe, Africa, Asia and Latin America, ICMPD is a growing and ever-more relevant presence in its field. The RETOUR (Establishment of Assisted Voluntary Return Coordination Centres in Türkiye ) Project is prepared to provide support to Türkiye’s National Voluntary Return and Reintegration Mechanism (NAVRR) in improving the physical capacities of the mechanism in İstanbul to leverage the standards of the voluntary return operations.

National Assisted Voluntary Return and Reintegration (NAVRR) Counselling Offices are planned to be opened as one-stop-shop voluntary return facilities for voluntary return to be operated by the national stakeholders of the N-AVRR mechanism, in Istanbul. These offices will provide the NAVRR stakeholders with a systematic contact location for the delivery of return counselling services for migrants who are unable or unwilling to remain in Türkiye and wish to return to their countries of origin.

Main Purpose

Under the supervision and guidance of the Project Manager, the Associate Project Officer provides support to different project activities in order to ensure technical support to the NAVRR mechanism for humane, dignified and voluntary return of migrants.

Role

As an active member of the project team, the Associate Project Officer (APO) supports the project team regarding project activities and administration of project inputs in line with ICMPD´s rules and business processes. The APO supports the organization, monitoring and implementation of activities and by means of regular communication with partners, beneficiaries and other stakeholders..

Functions / Key Results Expected

 Support day-to-day planning and the follow-up with partners and stakeholders on implementation of project activities,

 Provide support to the organisation of trainings, events, meetings, field visits, workshops and other activities.

 Support administrative activities and processes in accordance with ICMPD`s and Donor`s rules and established business processes,

 Participate in regular joint monitoring field visits to project province(s) to ensure timely and quality implementation of projects vis-à-vis approved plans and contracts, involving the relevant project colleagues, local and regional authorities.

 Ensure proper follow-up of the action and take any mitigation measures as required.

 Ensure timely preparation and submission of required project reports,

 Provide support to the beneficiaries and service providers for correct reporting of expenditure, i.e. listing of incidentals, invoices and bank statements, ensuring proper budgetary forecasts and payment requests in coordination with ICMPD`s Corporate Finance and Budget Division (CFBM) and the certifying officer in charge

 Support ICMPD`s CFBM and certifying officer in charge on reporting requirements and provide preliminary checks on the reports of service providers.

 Establish constructive communication and collaborate closely with the Regional Office teams, PGU/RMU, MoIT, Regional Development Agencies and regarding progress of activities including routine follow up of work plans.

 Support knowledge building, knowledge sharing and performance management in the area of planning and M&E.

Required Expertise

 Ability to provide effective support to the implementation of project activities, in an international context, in the field of implementation, monitoring and evaluation of Project activities.

 Capability to establish good working relations with project partners, beneficiaries, and other stakeholders to ensure effective coordination in the assigned area of work.

 Timely and qualitative support provided to the overview and monitoring of project implementation.

 Ability to conceptualise new approaches to support the implementation of project activities.

Qualifications, Experience and Language Skills

 Master’s degree in Business Administration, Social Science, Engineering or related fields.

 Minimum of 1 year of experience in project management in the field of planning, implementation and monitoring of activities. Experience with an international organization, EU funded projects and businesses and related reporting activities, is an asset.

 Knowledge of financial statements, financial management and Turkish accounting system is an asset.

 Proficiency in (verbal/written) English and Turkish.  Proficiency in use of standard IT tools.

The International Centre for Migration Policy Development (ICMPD) was founded in 1993, upon the initiative of Austria and Switzerland. The organisation was created to serve as a support mechanism for informal consultations, and to provide expertise and efficient services in the newly emerging landscape of multilateral co-operation on migration and asylum issues.
