  • This appointment is exclusively related to United Nations technical cooperation activities. The contractual status of the selected candidate will be under the 200 series of the UN Staff Rules (non-regular staff), and subject to availability of project funds.

RESPONSIBILITIES Within the context of the United Nations Conference on Trade and Development, the ASYCUDA Programme (AUtomated SYstem for CUstoms Data) is seeking candidates for the post of the ASYCUDAWorld Customs Adviser in the ASYCUDAWorld Project in the Republic of Georgia. The candidate, working with the Georgian Customs Department (GCD), the National Project Manager (NPM) and the National Project Team (NPT), shall be responsible for the following main tasks:

- Analysis of the current Customs and customs-related legislation, customs regulations and customs procedures in Georgia and recommendation of amendments/solutions at the level of the GCD top management for the efficient implementation of the ASYCUDA system, as appropriate. - Provision of technical assistance and support to the GCD functional departments in the drafting of amendments of/new Customs legislation, regulations, procedures, instructions to officers etc, in relation with the implementation of ASYCUDAWorld in Georgia - Provision of assistance to GCD in the preparation of the functional specifications of the GCD ASYCUDAWorld prototype, in accordance with the GCD requirements and the international standards and best practice in the Customs sector. - Provision of functional technical assistance and support to NPT in the functional prototyping, testing, piloting and roll-out of the GCD ASYCUDAWorld system. - Organisation and delivery of ASYCUDAWorld functional training for the GCD functional staff, including the functional operation and maintenance of the ASYCUDAWorld system (e.g. maintenance of Customs Tariff, updating of reference data etc). - Advice and assistance to NPM on the training of customs and trade end-users, including the preparation of a national GCD ASYCUDAWorld training program. - Elaboration of the GCD ASYCUDAWorld functional documentation, including ASYCUDAWorld usermanuals. - Provision of advice to NPM and NPT on the functional aspects of the national ASYCUDAWorld extensions/e-documents, with the view to ensure their full integration into the overall GCD ASYCUDAWorld functional environment. - Coordination of the functional development and integration of the national ASYCUDAWorld extensions/edocuments in the GCD ASYCUDAWorld environment. - Coordination of the functional implementation of the GCD ASYCUDAWorld system with other organisations/donors technical assistance activities/projects in Georgia related to the Customs sector (e.g. EU, USAID, ABD, World Bank etc).

The candidate shall carry out his duties in close cooperation with the UNCTAD/ASYCUDA Central Team in Geneva and the ASYCUDAWorld ICT Adviser in Georgia. He/she will act under the supervision of the ASYCUDA Regional Coordinator in Geneva.

The candidate shall assist the NPM in the preparation of ASYCUDAWorld Progress Reports for the GCD Chairman and shall submit Monthly Progress Reports to the ASYCUDA Regional Coordinator in Geneva.

QUALIFICATIONS Education: Advanced university degree in Economics, Engineering, Business Administration/Public Administration or related field.

Working Experience: A minimum of 5 (five) years relevant working experience required in customs work assignments in one of the following areas: - Import/export management in a computerised environment; - Customs accounting; - Customs investigation; - Customs and trade statistics.

Experience from organising and delivering training courses within governmental organisations required, as well as experience from working in an international environment.

Experience in implementing the ASYCUDA++ system at national level is desirable.

Experience in implementing ASYCUDAWorld in at least one country is considered an advantage.

Languages: English and French are the working languages of the United Nations. For the post advertised, fluency in English is required. Working knowledge of Russian is considered an advantage.

Planning and organising – Demonstrated capacity to allocate appropriate amount of time and resources for completing the planned activities timely and professionally; Proven record of identifying priority activities and assignments, and of adjusting priorities as required by the implementation of the project and by the beneficiary organisation.
