RESPONSIBILITIES Within the context of the United Nations Conference on Trade and Development, the ASYCUDA Programme (AUtomated SYstem for CUstoms Data) is seeking candidates for the post of the ASYCUDAWorld Information and Communications Technology (ICT) Adviser in the ASYCUDAWorld Project in the Republic of Georgia. The candidate, working with the Georgian Customs Department (GCD), the National Project Manager (NPM) and National Project Team (NPT), shall be responsible for the following main tasks:
• Provision of technical assistance to NPT in the preparation of the ICT minimal requirements for the purchase of the ICT hardware, software and associated services, required for the implementation of the ASYCUDAWorld system. • Provision of the technical advice to GCD on the most suitable ICT architecture and configuration for the implementation of ASYCUDAWorld. • Provision of technical assistance and support to NPT in the technical prototyping, testing, piloting and roll-out of the GCD ASYCUDAWorld system. • Organisation and delivery of ASYCUDAWorld technical training for the GCD technical staff, as well as of ICT training for the technical implementation, operation and maintenance of the ASYCUDAWorld system (e.g. requirements, diagnosis, problem solving etc). • Advising of the NPM and NPT on the technical aspects of the national ASYCUDAWorld extensions/edocuments, with the view to ensure their full integration into the overall GCD ASYCUDAWorld architecture. • Elaboration of the GCD ASYCUDAWorld technical documentation. • Coordination of the technical development and integration of the national ASYCUDAWorld extensions/edocuments in the GCD ASYCUDAWorld environment. • Coordination of the technical implementation of the GCD ASYCUDAWorld system with other organisations/donors ICT and infrastructure activities/projects in Georgia related to the Customs sector (e.g. EU, USAID, ABD, World Bank etc).
The candidate shall carry out his duties in close cooperation with the UNCTAD/ASYCUDA Central Technical Team in Geneva and the ASYCUDAWorld Customs Adviser in Georgia. He/she will act under the supervision of the ASYCUDA Regional Coordinator and the technical supervision of the ASYCUDAWorld IT Co-ordinator in Geneva.
The candidate shall assist the NPM in the preparation of ASYCUDAWorld Progress Reports for the GCD Chairman and shall submit Monthly ICT Progress Reports to the ASYCUDA Regional Coordinator in Geneva.
QUALIFICATIONS Education: Advanced university degree in Computer Science and/or Telecommunications.
Working Experience: A minimum of 5 (five) years relevant working experience required Minimum 3 (three) years experience in Java programming and Oracle RDBMS required. Good working knowledge of UNIX type operating systems, as well as good experience in systems analysis and design required. Experience from organising and delivering training courses within governmental organisations and experience from working in an international environment required. Experience in implementing the ASYCUDA++ system at national level is desirable. Experience in implementing ASYCUDAWorld in at least one country is considered an advantage.
Languages: English and French are the two working languages of the United Nations. For the post advertised, fluency in English is required. Working knowledge of Russian is considered an advantage.
