Summary

Aus4Growth is seeking to appoint a Domain Lead GEDSI who will play a key leadership role in shaping and driving the GEDSI Domain’s strategy, program design, and implementation.

The Program

Aus4Growth (A4G) is a partnership between Australia and Vietnam and aims to close gaps in policy and practice to support enhanced economic growth, trade and investment, clean energy, inclusion, and digital acceleration.

Building on previous programs - Aus4Reform and Aus4Transport - A4G integrates emerging initiatives in energy, trade, inclusion, and digital. A4G will directly support the priorities of the Australia - Vietnam Development Partnership Plan 2025 - 2030 and the Australia-Vietnam Comprehensive Strategic Partnership (March 2024)

The Opportunity

During the Inception Period, the Domain Lead – GEDSI will lead development of a Gender Equality, Disability and Social Inclusion Analysis for A4G program. The purpose is to integrate a commitment to gender equality, women’s empowerment, disability equity and rights, as detailed in DFAT’s International disability equity and rights strategy (IDEARS) and social inclusion into all aspects of the program’s work ensuring alignment with the Aus4growth objectives as well as DFAT priorities and the Government of Vietnam (GoV), who acknowledge that good-quality institutions, public investments and social inclusion are essential foundations to economic growth.. The analysis should elaborate the overarching program goal, purpose and targets by addressing social inclusion issues during program implementation to ensure that Aus4Growth have appropriate policies and procedures that help integrate GEDSI into all Domain and Strategic Impact Fund (SIF) activities.

Working closely with the A4G Team Leader, Delivery Co-Leads, Domain and MEL Teams, DFAT team and expert advisors, and the GoV stakeholders (where relevant), the Domain Lead will play an important supporting role in identifying key areas for intervention, shaping strategic direction, and overseeing the execution of projects and program activities, including the early activities identified in the Initial Domain Strategies. This will include GEDSI mapping and supporting development of a GEDSI guidance for each domain. They will also contribute to early engagement with GoV counterparts and help shape activities that support the development and agreement of Subsidiary Agreements. In addition, the Domain Lead will provide ongoing technical advice to refine and develop priority focus areas, ensuring evidence-based, high-impact interventions and a key role in GEDSI capacity development for all staff.

  • Support with identifying and prioritising key areas for intervention within the Aus4Growth Domains that align with Vietnam’s official plans, legislation, and A4G’s end-of-program outcomes (EOPOs), working closely with the Delivery Co-leads and Team Leader, and GoV counterparts (where relevant)
  • Lead on delivery of strategic direction setting, guidance and quality of implementation for GEDSI across the Domains
  • Propose ways in which the Aus4Growth management team can effectively integrate GEDSI principles and best practice in all domain and SIF activities
  • Identify and prioritise approaches to increase awareness, understanding and knowledge of GEDSI issues among all Aus4Growth stakeholders
  • In collaboration with the Domain Leads, develop anAus4Growth GEDSI Action Plan to monitor implementation of the Aus4Growth GEDS strategy
  • Support the Domain Leads to ensure GEDSI inputs are integrated and context specific in all domain and SIF activities
  • Mainstream GEDSI Domain-specific strategies and activities that contribute to A4G’s overarching objectives, including those relevant to the formulation of Subsidiary Agreements and overarching Aus4Growth program objectives.
  • Ensure that all activities are designed and implemented with sensitivity to Vietnam’s political, economic, and cultural context, ensuring policy coherence and local relevance.

About You

  • Advanced degree in a relevant field such as international development, gender studies, human rights, social inclusion or a sector-specific discipline.
  • You will be an experienced GEDSI specialist with an international development background and skills across diverse cultural settings.
  • Demonstrated results in leading gender equality, disability and social inclusion mainstreaming and targeted efforts at organisations and programmatic levels including adapting and working with different teams with varying levels of understanding of GEDSI
  • Demonstrated success and positive engagement with senior Government agencies, officials, and policymakers as well as private sector actors and other stakeholders at various levels. Experience with Government of Vietnam highly desirable.
  • Strong strategic thinking and analytical skills, with the ability to translate complex economic and policy concepts into actionable plans.
  • Proficiency in project management, including planning, implementation, and monitoring, ensuring program effectiveness and impact.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and influence diverse audiences, including senior government officials, donors, and program partners.
  • Cultural sensitivity and deep understanding of the Vietnamese political and socio-economic landscape, ensuring program relevance and alignment with national priorities.
  • Ability to work collaboratively in a multidisciplinary and multicultural environment, fostering teamwork and cross-sectoral coordination.
