We are seeking a D.C.-based Award Manager who will be responsible for the facilitation, negotiation, and management of prime and sub-award funding mechanisms and modifications (i.e. cooperative agreements, grants, contracts, etc.). This is a great mid-level opportunity for individuals who are interested in the cradle-to-grave administration of donor assistance and acquisitions awards.

Responsibilities

Primary activities include but are not limited to: provide support to project start-ups on compliance staff recruitment, procurement and sub award planning, and implementing systems and policies that adhere to donor and organizational requirements; review of subcontracts, sub-awards, grants, vendor agreements (purchase orders), and modifications issued in headquarters; review subaward documentation including award documents, negotiation memos, budget, scopes of work, and solicitation documents (RFA, RFP, RFQ, etc.), to ensure compliance with AV and donor requirements; and review and provide input into donor submissions including no-cost extension, waivers, and other approvals and formal communications.

In addition, this position will be responsible for assisting in the development of standard ACDI/VOCA templates for procurement and subaward instruments, and documentation requirements, as necessary; conducting field site visits to review compliance with AV policies and funding agency requirements; providing interpretations of USAID, USDA, UN, MCC, and other donor rules and regulations for assistance and award/contract management; and providing training for AV staff and field based grantee staff on donor requirements and ACDI/VOCA policies and procedures.

Qualifications

Minimum Qualifications include a Master’s degree in Business Administration, Finance, or International Law; additional years of experience may be considered in lieu of a Master’s degree. Candidates must have a minimum of seven years’ experience in U.S. government contracts, grants, or finance administration. Experience with and/or knowledge of USAID/USDA or non-profit/for profit international development organization is preferred. Candidates must have a working knowledge of the Federal Acquisition Regulations and similar procurement regulations. Fluency in English is required. Additional French/Spanish skills are highly desired. The ability and willingness to travel internationally to developing countries.
