Job Description

This document is being issued to solicit applications from potential consultants/firms to conduct a comprehensive Baseline Assessment, an Actual income survey, and a Living Income Benchmarking study. The activity will include conducting desk review, collecting living income[1] data, collecting and establishing baseline values (which will include Actual incomes) in twelve (12) states in Nigeria (Lagos, Delta, Ondo, Kano, Bauchi, Jigawa, Kebbi, Kaduna, Kogi, Niger, Sokoto, and Zamfara).

The selected offeror will conduct, assemble, and review secondary data and conduct primary data collection through qualitative Key Informant Interviews (KIIs) with stakeholders, Focus Group Discussions (FGDs) with target communities/families, and market surveys to determine current prices of the components of the Living Income Benchmark (LIB). The selected offeror will also conduct quantitative and qualitative data collection for the baseline assessment, analyze the data and establish the values using the Naija Unlock Result framework as a guide.

The purpose of the process is to provide raw data to enable Heifer Nigeria to determine the LIB target that beneficiaries need to afford a decent standard of living in their local environment. Also, to assess target beneficiaries’ current actual income to understand the income gaps for different families to earn enough for a sustainable, decent standard of living and design/adjust interventions to enable these families to close the LIB gap. The baseline will be used to determine a point of reference from which future measurements and perceptions of the Naija Unlock project outputs and outcome indicators can be calculated.

This document contains background information, the desired methodology (including objectives), the timeframe, and a list of deliverables. This document also contains information about the type of expertise that the activity requires, and guidance on how to submit a proposal to conduct the data collection activity. Heifer Nigeria anticipates awarding a fixed consultancy for the study and payments will be based on the submission of Heifer Nigeria approved deliverables. The award agreement will include a payment schedule with specific deliverables. Candidates should bear in mind that all payments require ten (10) business days to process after approval of deliverables.

1.1 Purpose and Objectives

There are three (3) main purposes and objectives of these activities, and they are listed below.

a. Living Income Benchmark: the aim of this activity is to provide raw data to enable Heifer Nigeria to determine the LIB target beneficiary’s need to afford a decent standard of living in their local environment. This will also include a detailed secondary desk review.

a. Actual Income. The primary purpose of the activity is to assess the target beneficiaries’ current actual income to understand the income gaps for different families to earn enough for a sustainable, decent standard of living and design/adjust interventions to enable these families close the LIB gap. More specifically, the objective of the survey is to:

i. Enable Heifer Nigeria gain additional insight for the design of Naija Unlock by reflecting on evidence that the survey will generate in response to the following research questions:

ii. What is the average household size of each of the initial target states?

iii. What is the per capita and overall actual income of the four initial states where Naija Unlock will be located?

iv. How does the living income benchmark compare with the actual incomes?

v. Provide information that will guide the modeling and impact projection, an integral part of the design of Naija Unlock signature program.

c. Baseline Survey: The primary purpose of the assessment is to determine a point of reference from which future measurements and perceptions of the Naija Unlock projects outputs and outcome indicators can be calculated.
