Job Description

DAI is seeking a Bid Development and Quality Assuarance Manager to join our EU Business Development Team. This will be a full-time, permanent role. We work as a geographically distributed team with people in many locations. We have a preference for the individual to be based in one of our corporate locations (Ankara, Belgrade, Brussels, Sofia and Vienna) but are open to remote working. Main purpose of the role is to ensure the bids prepared by the Business Development Unit are designed following the state of art tools and practices in development cooperation and end to end quality management support to the BD Heads of Unit. This includes ensuring that all key steps of the preparation of each proposal have been done according to DAI processes.

This would involve undertaking multi-disciplinary research on a variety of international development programmes and policies to support Business Development in developing robust product design and quality assurance for each bid prepared for European business. This includes ensuring that all key steps of the preparation of each proposal have been done according to DAI processes.

Key tasks, duties and responsibilities:

  • Ensure bid development and quality assurance of the European Business Development Unit bids.
  • Accountable for ensuring that response to all EU bids is consistent, comprehensive and meet the DAI standards
  • Validate the content of all sub-sections of the bid before we start writing them.
  • Coordinate pre-submission reviews and ensure proper follow-up with the Heads of Unit.
  • Act as sounding board for proposal preparation teams
  • Ensure drafting standards are maintained to a high level and exceed.
  • Contribution to the improvement of the bid templates.

Qualifications, knowledge, skills and experience:

Essential Qualifications:

  • Relevant academic qualifications (preferably International Development) or equivalent.
  • Significant experience as a drafter/reviewer of technical proposals related to development cooperation with strong understanding of Project Cycle Management (PCM) and the result chain approach.
  • Very good understanding of main challenges in implementing development projects coupled with experience in the design of Technical Assistance solutions facilitating institutional strengthening and capacity building.
  • Meticulous in planning and delivering within deadlines.
  • Ability to design building blocks for bids, understanding the client needs and showing aptitude for setting, managing and delivering against customer expectations.
  • Experience in coaching and training bid writing teams.
  • Ability to work effectively with international offices and cross-cultural teams.
  • Fluent in both verbal and written English.

Desirable Qualifications

  • Previous experience in a similar role.
  • Knowledge of and experience with the European Union as a donor.
