About the Program
The Indo-Pacific Centre for Health Security (CHS) was established in 2017 to implement the Australian Government’s Health Security Initiative for the Indo-Pacific Region. The Initiative, which is funded through Australia’s overseas aid program, aims to inform evidence-based planning, help prevent avoidable epidemics, strengthen early detection capacity, and support rapid, effective national and international outbreak responses. It does this by accelerating research on new drugs and diagnostics, expanding partnerships at the national, regional and global level to strengthen human and animal health systems, and deepening people-to-people linkages that build national and regional health security capacity. Throughout 2020 and 2021, the CHS has played a key role in shaping Australia’s response to the regional impacts of the COVID-19 pandemic.

Australia is currently assisting 18 countries in Southeast Asia and the Pacific to access effective and affordable COVID-19 vaccines through the regional Vaccine Access and Health Security Initiative.

Overview of the Role
Biomedical engineers/biomedical technicians are required for Tuvalu and potentially other Pacific Island countries to support patient diagnosis and treatment by installing, testing, calibrating and repairing biomedical equipment; training users; maintaining safe operations, and making recommendations on possible additional equipment that could be helpful to meet the host government’s intended clinical service level standard.

These short-term (biomedical engineer/biomedical technician) positions are intended to provide a temporary boost, including to in-country teams, and to co-ordinate with regionally co-ordinated remote support, training opportunities and local recruitment processes. Positions are initially offered for four months (Mar to June 2022) with the possibility of a further six month extension.

Key Responsibilities and Duties

  • Develop/update an inventory of biomedical equipment (at the national level or for a specific hospital or facility, depending on the country), including items procured or donated but not installed
  • Agree with Ministry of Health on a schedule of prioritisation for servicing of equipment that can be achieved within the period of the contract.
  • To conduct, and where a local team exists, coordinate with in-country biomedical personnel, for delivery of routine preventative maintenance on biomedical equipment
  • Install new equipment including adjusting, calibrating and testing performance as required
  • Update or complete a complete log of preventive maintenance schedules
  • Where required, recommend a future maintenance schedule
  • Complete scheduled maintenance, or recommend a contracted external provider service where relevant.
  • To review and follow up with suppliers/vendors (where agreed by the Ministry of Health) on any faults/discrepancies that occur during the warranty period
  • Providing demonstrations to users (healthcare staff) in use and care of equipment and answer all questions
  • Improve equipment performance, conferring with equipment users, developing modifications, and collaborating with manufacturers.
  • Assist with maintaining supplies of consumables for biomedical equipment by making an inventory, checking stock, anticipating needs, making recommendations to procurement teams about ordering stock, and verifying receipt.
  • Where staff are available, to train and mentor local biomedical staff on the repair, preventative and maintenance of biomedical equipment and accessories


Key Selection Criteria

  • Proven experience in creating and/or managing an inventory of biomedical equipment, and managing and undertaking scheduled maintenance, including for medical waste management solutions, portable x-ray machines, oxygen supply (e.g. oxygen concentrators)
  • Proven experience in installing, calibrating and adjusting new equipment, including for medical waste management solutions, portable x-ray machines, oxygen supply (e.g. oxygen concentrators)
  • Proven experience in conducting demonstrations for healthcare users, and in responding to questions
  • Excellent command/highly proficient in spoken and written English.
  • Experience working in the Pacific is strongly preferred.
