ARD, Inc. () has an immediate opening for an Agriculture Policy Advisor to join its team of experts working on the RAISE IQC Taskorder, Linking Agricultural Markets to Producers (LAMP) Project in Bosnia & Herzegovina. Start date: asap
The Agriculture Policy specialist will be directly responsible for devising a feasible assistance program taking into account (1) the complexity of national administrative structures that impede policy, legal and regulatory reform, and development, and (2) the relative weakness of the Ministries of Agriculture both in terms of manpower and financing.
Requirements include:
—Masters or Ph.D. in agricultural economics or other appropriate field is desirable. —15 years of directly relevant experience and an ability to function in complex, frequently changing political and economic conditions —Minimum 5 years experience regional experience (Balkans/Eastern Europe) with Bosnia & Herzegovina preferred. —Fluent English, with good working knowledge of Balkan language preferred. —Ability to establish strong working relationships with senior representatives of national governments and to develop a network of contacts among international donor officials and non-government staff. —Ability to work independently.
Responsibilities include:
—Analysis of current administration of grades and standards including making recommendations for regularizing the marking requirement for export products. —Report on legal, structural and cultural environment for the introduction of a warehouse receipts or other commodity-based programs. —Develop a road-map for creation of a data collection and analysis unit within the appropriate government entity developed. —Collaborate with appropriate legislative bodies on improvements necessary in plant protection and product certification legislation. —Coordinate with the “Bulldozer Committee” to introduce legislative changes needed to support businesses and processors targeting improved domestic standards and quality controls and greater access to international markets. —Introduce key incentives for fuller participation by the business and agricultural sectors in policy formulation and for building consensus among participants.
