OBJECTIVES OF THE PROGRAMME
The Executive Director’s division (EDD) together with the Business Operations Division (BOS), provides the vision and leadership through which country offices and technical divisions are supported in the efficient delivery of the General and European Programme of Work (GPW/EPW) and the WHO Programme Budget. EDD encompasses the enabling functions of resource mobilization, external relations and communications, programme and resource management, and support to governing bodies of the European Region. In addition, EDD includes organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union, and the EURO Ombudsman, who reports directly and independently to the Regional Director, as well as the committee on staff health and well-being.EDD has overall responsibility for the planning, execution, and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the Organization. It is also responsible for the management of corporate resources and the effective and efficient allocation of such resources to achieve the results laid out in the GPW/EPW.The purpose of the Programme and Resource Management (PRM) unit is to (1) promote results-based management concepts and philosophies for effectiveness and efficiency across the EU Region, (2) ensure the smooth conduct of the entire biennial planning process from strategic planning, through operational planning, resource allocation and monitoring and final reporting, (3) develop tools/mechanisms and a quality assurance framework for the above process, (4) support implementation including integrated help desk, technical monitoring, and capacity building, (5) statutory and ad hoc reporting to regional and global governing bodies, (6) ensure the technical coherence across EURO programmes to avoid duplication and to enhance synergies, and (7) to give evidence-based support to senior management to ensure optimal delivery of planned products and services.
DESCRIPTION OF DUTIES
The Budget and Resource Officer is in charge of the regional strategic budget development and management as well as corporate performance monitoring, assessment and reporting. The incumbent endeavours to improve EURO’s accountability and transparency to its Member States for the implementation of programme budget and use of WHO’s resources. The Budget and Resource Officer builds internal capacity and knowledge in the budget area based on policies and best practices.Under the general supervision of the Head, Programme and Resource Management, the incumbent:(i) Leads strategic programme budget development, implementation, monitoring and reporting within a results-based management framework;(ii) Leads organizational performance data analyses in the area of PB implementation, including analytics, trend analyses, forecasting; and(iii) Leads internal regional office capacity and knowledge building on policies and best practices in the budget area.
Key duties:
1. Lead strategic programme budget preparation, analysis and appraisal.
2. Implement budget planning framework while identifying options for greater efficiencies in budget and resource allocation and utilization;
3. Lead organizational performance data analyses in the area of PB implementation to reinforce management’s capacity to make effective programme delivery choices through: a) budget and resource forecasting and recommendations for decision making; b) development of best practices based on the organizational performance data of the PB implementation;c) identifying gaps between effective and optimal management of corporate resources as well as suggestion and/or implementation of measures to fill the gaps;d) provision of technically sound input to regional policy discussions in the areas of programme management, resource management, and budget.
4. Lead implementation of the internal control framework to increase transparency, accountability and stewardship of resources.
5. Coordinate preparation of budgetary reports for governing bodies (WHA, EB, PBAC, RC, SCRC); briefings for relevant global governing body agenda items;
6. Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: University degree (Master’s level) in business, public administration, management, finance, exact sciences or related field from a recognized university.
Desirable: Postgraduate degree or training in one of the above-mentioned disciplines.
Experience
Essential: At least 7 years of professional experience in the areas of planning, organizing and controlling the budget of a public, non-profit or governmental organization. Two years’ experience in implementing results-based budgeting methodologies and reporting to governing bodies. Proven experience in handling large data sets for analyses of organizational performance.
Desirable: At least five years’ experience in planning and budgeting within WHO, the United Nations or other international organizations.
Skills
Proven understanding of results-based management and strategic budget management through previous work experience; Extensive knowledge and experience with corporate ERP systems, specifically for the purposes of budgeting and monitoring/reporting; Excellent analytical skills, proficient knowledge of Excel for complex data analysis and presentation;Capability to motivate colleagues to engage with the complete functional dimension of WHO’s management matrix - the budget centres as well as the results dimension - as part of a team and to go beyond their individual areas of work; Ability to express ideas clearly and concisely, both orally and in writing; interpret and explain financial principles, rules and regulations; analyse results, budgetary and financial data and recommend appropriate actions.Ability to identify and harness one’s emotions and apply them to tasks; and the ability to manage emotions, which includes both regulating one’s own emotions when necessary and helping others to do the same.
