1. Description of the mission
1.1 Objectives of the mission
This consultancy aims at supporting the GoT, the EU Delegation in Tanzania, the Embassies of Denmark, Finlandand Swedenand other interested EU Member States in identifying and formulating their future Budget Support. In the case of the EU, this will be the so-called “Good Governance and Development Contract” under the 11th EDF.
During Identification phase, the consultant will:
- Analyse the strategy of the main stakeholders of Budget Support[1] for the next 3 years, including a review of the planned continued General Budget Support, the development of new Sector budget support operations, the increased focus on performance/results (including implications on predictability vs. aiming at results, i.e. weight of fixed and variable tranches etc);
- Analyse GoT priorities, including those expressed in the Mkukuta II, FyDP and BRN, including assessment of relevance and suitability as reference point and guiding framework for the new generation of GBS;
- Based on the identification and analysis of options suggest the specific objectives and expected results for a possible joint EU GBS operation;
- Assess the eligibility of Tanzania to a new General Budget Support programme for the period 2014-2017, following the methodology set in the new GBS guidelines of the EU as well as in its annexes[2];
- Identify accompanying measures; and
- Define the elements of a possible joint EU budget support framework and assess its cost benefits.
During Formulation phase, the consultants will:
- Fine-tune analysis and conditions of a possible joint EU budget support operation and precisely set the practical modalities of this support (performance assessment, disbursement modalities and calendar) following the methodology in the new GBS guidelines of the EU as well as in its annexes;
- Formulate accompanying measures;
- If relevant, fine-tune the modalities of a joint EU budget support framework between the EU and the interested Member States, including harmonization proposal of accompanying measures depending on focal sectors of the interested Member States; and
- In cooperation with relevant DPs, suggest ways to increase the results focus in regard to support.
1.2 Composition of the Experts’ Team
The core team will be composed of three experts.
Common expertise :
~ excellent command of English
~ proven experience on intervention modalities of Budget Support
~ good organisational, communication and relational skills
Expert 1 : Senior expert - team leader -with expertise covering areas :
- Macro economics analysis (particular emphasis on developing countries);
- Performance measurement (e.g. indicators identification, setting targets, etc);
- Assessment, diagnosis reform of Public Financial Management, incl. PEFA framework;
- Good record of formulation of EU programmes identification;
- Experience in Eastern Africa, andTanzaniawould be considered as an asset.
Expert 2 : Senior expert with expertise covering areas :
- Development Policies at international level with a solid Governance analysis background (particular emphasis on developing countries);
- Thorough knowledge in political science or sociology;
- Good record of formulation of EU programmes identification;
- Experience inEastern Africawould be considered as an asset.
Expert 3 : Junior expert with expertise in :
- Macro economics analysis;
- Public Finance Management;
- Good working knowledge of Tanzanian institutions, development partner’s division of labour;
- Fluency in Kiswahili.
