Job Description

WWC Global is seeking a Business Operations Specialist, Operations & Logistics to support the newly-formed Bureau for Democracy, Human Rights and Governance for a period of twelve (12) months, with the possibility of extension.

The DRG Bureau provides technical advice and support to USAID missions implementing programs in democracy, human rights, and governance (DRG); generates and disseminates knowledge to build the DRG evidence base; and elevates the role of DRG in key USAID, U.S. Government, and multilateral strategies. The functions of the Bureau are described in ADS 101, though it is being updated as the DRG Bureau operationalizes. The operationalization of the DRG Bureau will not affect the scope of work of this position.

The Business Operations Specialist must have the capacity to act independently and proactively to anticipate the operational needs of a complex organizational unit. They will be responsible for providing operations and logistics support, along with general administrative duties supporting DRG Center staff in the effective coordination, communication, and implementation of its administrative and management portfolio by supporting the DRG Center’s more than 90 staff members. The incumbent must have strong communication and coordination skills, operational and management skills, as well as a strong sense of responsibility and a high customer service standard. They will maintain lists and follow-up on all actions, be highly organized, pay close attention to detail, have excellent proofreading skills, and be able to multitask well. They must demonstrate sound judgment and excellent interpersonal and teamwork skills. As needed, enhances product workflow by analyzing and developing logistics plans that affect production, distribution, and inventory. Creates and reviews procedures for distribution and inventory management to maximize customer satisfaction and minimize cost. Ensures rational distribution and delivery according to analysis reports and tracking records. The Business Operations Specialist will face situations that require an ability to manage a variety of complex taskings under extremely short deadlines. Additionally, the Business Operations Specialist will provide backup support to the other DRG Center support positions.

Responsibilities include:

  • Managing, monitoring, and reporting on financial information and supporting budget planning and execution processes.
  • Monitoring, tracking, and compiling resource and supply needs of staff for approval by USDH staff, after which facilitating the purchase of said supplies.
  • Contributing to the consistent collection and reporting of data to support informed decision making.
  • Preparing briefing papers, memos, analytical graphics, presentations, reports, and responses to inquiries from internal and external stakeholders.
  • Contributing to strategic communications, including newsletters, monthly calls with Washington, DC to ensure leadership is updated on our physical footprint in the office and any supply needs.
  • Supporting events for the global DRG cadre, such as the annual conference, by helping develop the agenda and conference materials, ensuring physical space is reserved and appropriately supplied, facilitating sessions, and supporting logistics.
  • Keep abreast of timetables and upcoming deadlines, along with key supply procurement actions.
  • Monitor and track approval of pending contracts, grants, and personnel actions, scopes of work, and other procurement instruments.
  • Will work with USDH staff to ensure off-boarding procedures are followed and all government-furnished equipment is returned to USAID.
  • Performing record management functions in line with knowledge management approaches.
  • Performing other related duties as assigned.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 0-10% / Minimal travel.

Basic Qualifications

  • Bachelor’s Degree in business or relevant field.
  • Must be able to obtain and maintain a DoD Secret security clearance.
  • Ability to pass a federal background investigation including fingerprinting.
  • 7+ years relevant experience.
  • Strong leadership and team management skills.
  • Strong business, operations, and logistics skills.
  • Experience implementing and managing complex operations, logistics, communications, document review, revision, and approval processes, scheduling, and administrative support duties in a large (approximately 100 person) organization.
  • Must be able to work independently.
  • Experience working under tight deadlines.
  • Ability to make rapid decisions and corrections when necessary.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Global will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Current, active Secret security clearance.
  • Experience working at USAID, the Department of State, or in the field of international development.
  • Experience coordinating clearances for memos, correspondence and other documents, and routing to appropriate personnel.
  • Experience using Google suite (Gmail, Calendar, Documents, Sheets, or Google Drive).
