Background
The Asian Development Bank (ADB) through the Infrastructure Technical Assistance is assisting Timor–Leste’s Ministry of Infrastructure (MoI) to prepare, procure and manage consulting services, goods and works required to implement the annual capital development program of the Government of Timor-Leste.
The ITA comprises two linked components: Component 1 – support and assistance to execute capital development programs; and, Component 2 - building project management capacity to improve and strengthen processes, systems, and staff competencies for procurement and project management in the Ministry.
Implementation of Timor-Leste’s on-going road works program will be greatly enhanced by the legislation of a set of suitable standards for the geometric design of roads, bridges, drainage and slope protection.
The Senior Road Design Engineer (SRDE) will be required on a full-time basis for a total of five (5) months.
The SRDE will carry out the following tasks:
i. prepare an initial work plan for the evaluation and approval of MoI;
ii. collect information from MoI and other agencies required to develop appropriate geometric road design standards suitable for Timor-Leste;
iii. set out definitions of the various types of urban and rural roads for Timor-Leste;
iv. determine the minimum cross-sections widths and crown slopes for all types of roads and future highways which will adequately lead to design gradient standards for these roads and will provide horizontal and vertical design requirements for various traffic classification types and terrains;
v. prepare typical urban and rural road cross-section drawings including shoulders and minimum right-of-way widths considering the geography and the agricultural constraints throughout the country for all types of roads;
vi. review design standards for roads, bridges, drainage and slope protection from other countries with similar geographical and geological conditions and prepare design standards, charts and traffic use classifications to determine road/highway classifications and to provide definitions of these;
vii. set down engineering design parameters for roads, bridges, drainage and slope protection, i.e., maximum vertical grades, horizontal design speeds, traffic signage, and any other design requirements to be used by engineering design consultants for all future roads in Timor-Leste;
viii. consider environmental and social safeguard issues relative to the development of road design standards;
ix. conduct a seminar for MoI personnel after the circulation of the draft final report for comments and to assist MoI personnel to fully understand and help adopt the new standards;
x. work with the TLS in preparing a draft Decree Law for Design Standards for Roads, Bridges, Drainage and Slope Protection for use in Timor Leste;
xi. undertake such tasks and reports that may be requested by MoI related to the position function; and,
xii. undertake tasks/activities and prepare all reports as may be requested by the team leader.
The Senior Road Design Engineer should possess the following qualifications:
Fluency in Tetum, Portugese or Bahasa Indonesia is preferable.
Previous working experience with a government public works agency in Timor-Leste or country with similar geographic and geological conditions will be a distinct advantage.
