1. About the Project
SEP-II presents a continuation of the Syria Education Programme, a project funded by the U.K. Foreign, Commonwealth and Development Office (FCDO), that provides access to safe, inclusive, and quality learning opportunities to children in Syria, while strengthening education actors to effectively manage education.
SEP-II activities will be focused on Northwest Syria, and are planned to start in May 2023 and last until June 2027. The programme will primarily aim to facilitate access to and improvement of formal primary education, with a focus on literacy and numeracy for girls. The three main pillars of the programme are: (1) Strengthening education management and leadership; (2) enhancing child protection and safeguarding; and (3) improving teaching and learning.
The intented impact is at least 150,000 girls and boys in school per annum, with at least 50% of children being able to read by the end of primary education, as measured by an international reading assessment.
2. Call for Consultants
The British Council is looking for qualified consultants or other individual specialists who may be engaged in specific tasks to support the delivery of SEP-II. Expressions of interest are sought from junior and senior consultants with professional experience in delivering education in fragile contexts, including the following:
· School administration and management
· Educational programme/project management
· Education policy
· Child protection and safeguarding
· Teacher development and recruitment
· Educational training/capacity building
· Inclusive programming
· Gender transformative programming
· Monitoring, research, evaluation, and learning (MREL) processes
· Mental health and psychosocial support (MHPSS)
· Financial management
· Procurement
· Communications
· Community engagement
3. Basic Requirements
Senior Consultants should have considerable international and/or regional experience (minimum 8 years) in their field, including leading on work streams within a significant project. Relevant master’s level degree or equivalent. English level C1 or above.
Junior consultants should have some relevant experience (minimum 5 years) in their field, assisting work streams within a project, and at least a bachelor’s degree or equivalent. English level C1 or above.
4. Submission

Please include a short profile highlighting your competence in one or more of the mentioned subjects and experience in Syria or other relevant contexts. Please also indicate your availability and preference of engagement over the programme implementation period (May 2023 – June 2027).
