Call for Expert – Legal Expert Environmental and Climate
Change - Jamaica

Westminster Foundation for Democracy (WFD) draws on
expertise from around the world to provide technical expertise to strengthen
the effectiveness of local democratic development programmes.

We are now looking to engage a qualified and experienced
local legal consultant for supporting in development of Concept Note and
Drafting Instructions for a climate change framework law of Jamaica that will
align with international good practices, national policies, and local context
of Jamaica as well as with its international related commitments.

Democratic Partnership for a Framework Climate Change
Bill for Jamaica

​The Democratic Partnership for a Framework Climate
Change Bill for Jamaica is a WFD managed programme supported by the UK Foreign,
Commonwealth and Development Office (FCDO).

​This 7-month programme seeks to provide technical
assistance, legal support and facilitate stakeholder consultations to support
the Climate Change Branch (CCB) within the Ministry of Economic Growth and Job
Creation (MEGJC) of Jamaica to develop climate change framework legislation,
that will,​

1. enable Jamaica to achieve their national decarbonisation and
   climate adaptation goals by enshrining ambitious, long-term targets in
   legislation.
2. set the long-term direction of climate strategy to guide
   markets in line with long-term national climate change objectives.
3. provide commitment to continuity of climate objectives
   across political mandates.
4. create and/or strengthen existing mechanisms (institutions
   and processes) for the formulation and implementation of climate change policy.

Scope of Work

Based in Jamaica the Consultant must be conversant with the
opportunities, challenges, and risks associated with environment and climate
change policies both at a local and international level.

WFD is interested in a Legal Consult with substantial and significant
experience of drafting strategies, policies, and legislation in Jamaica and
with expertise in engaging with diverse stakeholders and co-facilitating
consultations.
