The Framework

Tetra Tech is looking to engage with theCall for Tenders to support the delivery of organisational assessments and analytical work for the Multilateral Organisation Performance Assessment Network (MOPAN). MOPAN is an independent network of 21 member states committed to improving the effectiveness and performance of multilateral system and the organisations within it.

This call for tender covers two categories of services: 

- Organisational assessments: evidence-based assessments of multilateral organisations, tailored to institutional contexts and drawing on MOPAN’s methodological framework.

- Analytical studies:a complementary stream of work that may include topical insights and thematic performance reviews, system-wide analyses, comparative studies, or thematic deep dives such as partnerships, governance, or development effectiveness.

The Role

We are looking for experts in institutional assessments of multilateral organisations to serve as Team Leaders or Quality Assurance specialists. Candidates should have experience working with the multilateral system (United Nations development system agencies,United Nations specialised/coordination agencies, Humanitarian agencies, International Financial Institutions orGlobal partnerships and vertical funds).

They must have strong knowledge of international development cooperation and solid expertise in organisational development, strategy, risk, and performance management. Proven experience in conducting assessments or evaluations at policy, programme, or system levels, supported by strong methodological skills in performance assessment and policy evaluation, is essential.

Key responsibilities as defined by the client for this position are listed below.  

Responsibilities

  • Apply and adapt the MOPAN 4 methodology, tailoring indicators and scope to the organisation’s context and ensuring methodological rigour.
  • Oversee all assessment phases (inception, data collection, analysis, and reporting) including stakeholder engagement, document reviews, interviews, and survey inputs.
  • Ensure the production of high-quality deliverables.

The Person

Essential: 

Summary of the Minimum Qualifications for Experts indicated in the Terms of Reference of OECD Call for Tenders 3154:

  • Over 10 years of professional experience within the multilateral sector or closely related fields.
  • 15 + years designing, directing, or overseeing complex evaluations and performance assessments.
  • Extensive experience leading large-scale evaluations or assessments.
  • Proven ability to manage teams, integrate diverse inputs, and deliver top-quality results.
