Call for Experts – Public Diplomacy and Outreach in Brazil and South America

Objectives of the project:

The project will support the implementation of EU Foreign Policy objectives by strengthening the EU’s ability to engage with different audiences and stakeholders in third countries through Public Diplomacy. The project will also further develop the EU’s soft power by enhancing widespread understanding and visibility of the EU and its role on the world scene, through public diplomacy and outreach activities on issues relevant to the bilateral relations with Argentina, Brazil, Colombia, Peru and possibly other countries in South America. Additionally the project will support and strengthen the effectiveness of the EU’s foreign policy and other initiatives through Public Diplomacy activities and raise awareness of the EU’s foreign policy goals and to positively influence the perception of the EU as an active and effective player on a global level through Public Diplomacy activities.

Length of the project: 24 months

Start Date: May 2016

Qualifications and Skills:

  • Advanced university degree (Master degree) or equivalent in a discipline relevant to the scope of the assignment such as public relations, public diplomacy, communication, management;
  • Fluency in English and Spanish is essential. Additional fluency in Portuguese is an asset;
  • Knowledge of EU rules and procedures is essential;
  • Diplomatic skills and capacity to deal with politically sensitive issues is an asset.

General Professional Experience:

  • Minimum 10 years of general professional experience in a sector relevant to the scope of the assignment;
  • Working experience in Latin America is essential;
  • Project management experience, ideally with experience in organization of events and implementation of communication strategies.

Specific Professional Experience:

  • Minimum 5 years of specific professional experience (included in the 10 years of general professional experience) in the field of Public Diplomacy in external relations;
  • Proven experience in communication and media;
  • Experience in relevant international initiatives will be an advantage.
