Job Description

DAI Europe is a world leader in the delivery of client services to support ‘the business environment’ for country governments, across different business sectors, in sub-Sahara Africa. Mainly funded by DFID, examples of these projects include Market Development projects in Nigeria and Ghana; the Private Enterprise Project in Ethiopia; and the Financial Sector Deepening projects in Mozambique and Zambia. In addition, the global Business Environment Reform Facility (BERF) project (covering up to 10 DFID priority countries) has already provided support to DFID and country governments in Kenya, Zimbabwe and Ghana, expanding DAI’s presence in the sector.

Objective of the Programme

DAI Europe is also expanding its energy practice, especially in the Off-Grid Energy sector, with on-going programmes in Ethiopia, Mozambique and Nigeria. Under DFID’s flagship Energy Africa Campaign, which aims to accelerate investment and deployment of household solar systems in 14 countries in Africa, we are currently implementing a Technical Assistance Facility to facilitate the development of Energy Africa Compacts which defines the legislative and regulatory environment at the country level.

Scope of Work

We are looking to expand both these practices further in anticipation of tendering later this year. These programmes will focus on business investments, regulatory reform, market development, business policy, the off-grid energy access and private sector investment. We are looking for consultants who specialise in these areas to enhance our in-house skills and qualifications.

Duties and Responsibilities

  • 10+ years of experience in the energy sector especially access to energy; off-grid; renewable energy policy and strategy; household solar systems; rural electrification; renewable energy solutions such as solar, hydro; transparency of off-grid data.
  • 10+ years of experience in Business Enabling Environment Reform covering import/ export taxes and tariffs, private sector development, access to finance, micro-finance, energy finance, mobile money, market development, markets for the poor, business advisory skills, quality standards, management consultancy, regulatory reform and Inclusive Growth Diagnostics.
  • 10+ years’ experience of legislative drafting, institutional development, capacity development, training, communication and outreach, knowledge management, monitoring and evaluation, public-private dialogue and fund management.
  • Experience of implementing either country or regional donor-funded projects, with experience of working in sub-Sahara Africa and working in consultancy teams.

Qualifications

  • Master’s degree in business administration, finance, energy-related disciplines, economics, engineering, operations management, marketing or a relevant qualification.
