Job Description

  1. KEY INFORMATION
    Job Title: Call for Expression of Interest: Standing Panel for Technical & Operational Services
    Location: Southeast Asian countries (Lao PDR, Cambodia, Timor-Leste, Indonesia, Philippines, Thailand, Vietnam)

    SUMMARY OF THE PROJECT

    The Southeast Asia Gender-Based Violence Prevention Platform 2024-2029 (The Platform) was established out of a shared commitment to end GBV against women and girls in all their diversity. It is an Australian Government initiative that aims to strengthen locally led efforts to prevent GBV in the Southeast Asia region.

    SUMMARY OF THE POSITION

    To support an effective and time-efficient operational services of the Platform Program in collaboration with partners and stakeholders of the program, Cowater is seeking to establish standing offer arrangements (or “Panel”) in two service categories with both individuals and firms who possess a wide range of skills, capabilities, and areas of expertise. Once selected, the platform will have a panel dedicated to individuals and Organisations / Firms. The selection process for each will follow different criteria and application processes. Selected individuals / Organisations will be placed into the platform Panel - Services Standing Offer. 

    Cowater may use the ‘Panel’ as its preferred sourcing method to support the delivery of The Platform program of work until 2029.

    KEY CATEGORIES

    Category 1:  General Program Management
    Simultaneous Interpreter (Please state on your CV if you are able to interpret sign language): To translate spoken language (Southeast Asian Languages to English and vice versa) directly and spontaneously, which is a requirement of the platform Program in meeting events.
  • Individual applicants: applicant is not applying as part of a legal company, organisation, or firm.
    1. Sign Language Interpreter: To provide sign language interpretation for Southeast Asian and English sign languages.
    2. AI translation: refers to the use of artificial intelligence (AI) systems, particularly machine learning and natural language processing (NLP), to automatically translate text or speech from one language (Southeast Asian Languages and English into another language and vice versa. For use in live events like workshops.
      Category 2:  Communications and Knowledge Management
    3. Website developer: to manage back-end and front-end of the website including troubleshooting issues.
    4. Graphic Designer (still & motion): To visualise and create graphics including illustrations, logos, layouts, info graphics, motion graphics, photos and so forth to shape the visual aspects of website, social media channels, publications, books, magazines, conference kits, exhibitions and more. Graphics should capture the attention of intended audiences and communicate messages correctly and clearly. For this, you need to have a creative flair and a strong ability to translate requirements into design.
    5. Photographers (Lao PDR, Cambodia, Timor-Leste, Indonesia, Philippines, Thailand, Vietnam) To capture photos of people, places, and Program activities through the use of creativity and technical abilities in photographic equipment and photo manipulation software. To ensure that desired results are obtained, photographers have to communicate effectively with the Platform team regarding expectations to meet standards and deadlines of projects. Other duties include recommending creative ideas and solutions to achieve desired results and maintaining a professional image.
    6. Videographers (Lao PDR, Cambodia, Timor-Leste, Indonesia, Philippines, Thailand, Vietnam): To plan, film, and edit videos that could be used for a variety of projects such as movies, advertisements, tv shows, or for use on online platforms. This includes directing people to capture specific actions and events for the camera. The final products should be able to deliver concise, visually pleasing stories and be transferrable to various online media platforms.
    7. Video editor: Assembles, arranges, and modifies video footage, audio, graphics, and effects to create a finished product that communicates a clear story or message supporting creation of contents for social media channels/ specific pillar needs.
    8. Offline Event Organiser: To plan, manage, and organise events in the most efficient and cost-effective way. This includes license or permit arrangement, venue reservation, communications collaterals production/delivery/instalment/dismantling, accommodation/transportation arrangement, host/moderator/speaker hiring and coordination, events’ promotion and so forth.
    9. Online Event Organiser: Supporting the Communications Team to manage and organise an online event such as webinars, stakeholder meetings and other public facing events.

      SELECTION CRITERIA
      The Proposals will be evaluated against the Selection Criteria listed below:
    10. Technical Criteria
  • Organisation/Firm applicants: two or more people applying under a single “corporation or trading entity’. The applicant organisation/firm must be legally recognised (such as Limited Liability, Foundation, etc.)
  • Relevant experience in category (depth & breadth) - 25 pts
  • Quality of key personnel/CVs (qualifications, language pairs, portfolio) - 20 pts
  • Methodology/approach & availability (turnaround, tools, QA) - 15 pts
  • Past performance (references, samples) - 10 pts 2. Financial Criteria
    Applications will be evaluated on a 70/30 (technical/financial) basis

    Important notes:
  • For individuals - provide a CV together with the cover letter outlining your suitability to provide the proposed services;
  • Include daily rate in Australian Dollars.
