The GPN ExpRes Roster of Independent Evaluators is currently populated with over 100 independent evaluators with diverse professional knowledge and experiences gained from across the world. Our roster members have a profound understanding of its thematic areas of focus and their commitment to advancing the Sustainable Development Goals (SDGs) in communities around the world, developed by working with UNDP and/or other organizations.

How do I join the roster?

Applying to be part of the GPN ExpRes Roster of Independent Evaluators is like applying for any consultancy opportunity, but you submit your application one time only. Once vetted, your profile can potentially be matched with IEO consultant vacancies as they come up. Gone are the days of applying for each vacancy posted by the UNDP IEO!

The IEO hires an average of 150 consultants each year. When starting a new evaluation, we will:

  1. filter the roster profiles based on evaluation requirements;
  2. contact consultants who best match the search criteria to seek availability; and
  3. discuss potential contracting of the selected individual.

About the Organization

The Independent Evaluation Office (IEO) works to enhance the development effectiveness of UNDP. IEO’s work is guided by the UNDP Evaluation Policy and the Norms and Standards of the United Nations Evaluation Group (UNEG). The IEO contributes to UNDP’s organizational accountability and learning by conducting strategic, independent evaluations and setting standards and guidelines on evaluation for the organization.

Based on its multi-year work plan 2022-025, the IEO conducts a series of country programme evaluations, Corporate and thematic evaluations, and evaluation syntheses every year. These exercises provide IEO’s independent and objective assessments of UNDP’s programmatic performance at the country level as well as of its corporate policies and thematic strategies at the organizational level, informing UNDP’s future work.

The present Terms of Reference sets out the expected scope and responsibilities of a pool of external Independent Evaluators to be selected for the IEO roster of “Independent Evaluators” under the Global Policy Network. The new roster system will complement IEO’s ongoing effort to strengthen its evaluation implementation capacity.
