Purpose of the contract: *
A concept of the viability of labelled Fairtrade Tourism and of the added value it would have for producers and workers should emerge, describing the various main options, and leading to recommendations on whether/how to proceed.
The specific objectives of the study are:
1) Determine the specific objectives of FT labelling in tourism, 2) Draft a set of minimum requirements for FT standards in tourism as a basis for a wide consultation process with possible stakeholders, 3) Examine how to best operationalize FT Labelling for tourism, specifying the roles and responsibilities of the organizations involved in the project, and of other organizations involved in tourism and; 4) Develop first ideas on the long-term viability of FT Labelling in tourism in terms of impact, markets and finances.
Tasks to be performed by the Contractor
- Consult personally (meetings and telephone interviews) with the key stakeholders and members of the steering committee (UNAT, Tourism Concern, Fair Trade in Tourism South Africa (FTTSA), Gambia Tourism Concern, EED Tourism Watch, Arbeitskreis Tourismus & Entwicklung (AKTE)), to find answers to the specific issues to be addressed. - Identify key players, if appropriate, with whom FLO could work together more closely in the follow-up to this feasibility study. - Carry out desk study: benchmarking of existing relevant FLO implementation policies and certification processes against systems of relevant key players in tourism. - Assuming feasibility, give the basis to write a ‘product rationale paper’ summarising the results of the consultations and benchmarking process. - Give clear recommendations to FLO and the organizations participating in the steering committee for the development of a Fairtrade labelling concept for tourism.

Expertise required:
- Be able to demonstrate solid professional experience, related to certification and standard setting issues, preferably in the tourism sector. - Have excellent analytical skills and proven experience with multi-stakeholder processes. - Understanding of both existing ethical verifying schemes in the tourism sector and the Fairtrade system. - Be fluent in English and good knowledge of French. - Proven track record in the successful execution of similar studies.

Content and presentation of the bids The expert will clearly and briefly describe the methodology how s/he will efficiently conduct the work, specifying activities and number of days actually needed.
S/he will also explain his qualifications and show that s/he has the relevant skills and knowledge.
The expert should submit his/her Curriculum Vitae, an outline of his/her planned work and a provisional budget *no later than July 15th 2006.
