Opportunity

Abt Associates seeks a qualified Cambodian National to serve as Finance Manager to support the USAID-funded, five-year, Feed the Future Harvest II project in Cambodia. The Finance Manager supports the financial management for the project and enforcement of systems and procedures to ensure compliance with USAID regulations and local law. This will include work in budget formulation, financial planning, accounting/budget execution, and monthly financial reporting. The Finance Manager reports to the Director of Operations.

Key Roles and Responsibilities

  • Maintains and manages accounts of the Harvest II project, including daily supervision of cash position and accounts and petty cash and financial filing system (both paper and electronic) of the Harvest II office
  • Applies expert knowledge of accounting classifications to determine correct classification of costs
  • Prepares recurring and one-time detailed reports of allotments, accruals, etc.
  • Periodically reconciles accounting records. Monitors expenditures against the project budget
  • Reports on cost variances and budget deviations
  • Maintains accounts receivable files, obligations, and liquidations
  • Enters all financial transactions from a wide variety of documents into project Quicken database.
  • Advises Director of Operations and Chief of Party on budgetary matters
  • Oversees the day-to-day financial management and accounting and Manages project bank accounts, reconciles monthly accounts and bank statements; submits receipts and invoices to Abt Associates
  • Reviews vouchers and payment requests, including proper back-up documentation to ensure compliance with Abt Associates policies and procedures and USAID rules and regulations
  • Assists with procurement of project supplies, services, and other items in accordance with USAID rules and regulations, as needed
  • Ensures timely payments to staff, consultants, and vendors
  • Calculates and issues payroll; calculates and submits payroll taxes to the proper authorities
  • Maintains complete, accurate and timely financial records in compliance with USAID and Abt Associates policies and procedures; prepares and submits monthly financial reports
  • Maintains and oversees internal controls with direction from the Director of Operations
  • Prepares estimates of monthly cash requirements and ensures that funds are efficiently transferred from headquarters to field office and funding is available to support timely payment of all project and operations costs
  • Other duties as assigned

Preferred Skills / Prerequisites

  • Bachelor’s Degree in Administration or related studies
  • Minimum of 4 years of financial management experience
  • Excellent knowledge of Cambodian accounting and tax requirements and USAID rules and regulations regarding accounting, finance, and procurement
  • Strong organizational communication and interpersonal skills
  • Good computer skills including excellent knowledge of Microsoft Office® applications, particularly Excel
  • Professional integrity and discretion in the handling of confidential information and data.
  • Attention to detail and accuracy
  • Problem identification and solving and ability to work under pressure
  • Easily works in a team environment as well as individually
  • Fluent in English is required
  • Experience with Quicken and/or Quickbooks preferred
