The British Council is bidding for Egypt’s Ministry of Education project Supporting the Reform of TVET Governance System in Egypt. The project is funded by the European Union (EU) and we are looking for suitable consultants who are interested to help with this project

About the project:

The overall objective of the project is to improve and enhance the structure and performance of the Technical and Vocational Education and Training (TVET) system and delivery in Egypt to better respond to the new socio-economic needs, in particular, youth employability and increased competitiveness in current and future development.

The focus is to:

  • Support the reform of the TVET Governance system in Egypt via the formulation of specific policies and transfer of knowledge on the implementation of these policies through capacity building programme(s).
  • Develop a scholarship model for career and technical education and pilot it in combination with academics.
  • Develop skills standards in priority sectors in coordination with the Industrial Training Council (ITC) as part of the skills validation system.

The above-mentioned areas have a special focus on the tourism sector.

About the role

We are currently seeking consultants with extensive TVET governance experience to be the Capacity Building Senior Expert on this project.

The Capacity Building Senior Expert will design and implement capacity building programmes including study tours to provide peer learning for representatives from different TVET institutions involved in the TVET policies formulation and implementation.

The expert will be responsible for coordinating the task he/she is implementing with relevant stakeholders and the Project Manager of the Governance Component. He/she, together with the team leader, will be in charge of the revision and final production of all the deliverables, and will ensure the quality and timely delivery of all outputs planned under this contract.

This is not a full-time role. The consultant is expected to work a minimum of 140 days over the project lifetime (26 months).

Required qualifications, skills and experience

All appointments are subject to the contract being awarded to the British Council via competitive tender.

Qualifications and skills

  • University degree (preferably at Master’s level) in a discipline directly related to the purpose of the contract;
  • Excellent organisational and coordination skills;
  • Fluency in writing and speaking in English;
  • Sound knowledge of the project cycle management. In particular, a good understanding of the European Union project implementation rules is an asset;
  • Excellent writing, reporting and presentation skills;
  • Computer literacy.

General professional experience

  • Minimum of 10 years of relevant professional experience in the TVET sector;
  • Strong and proven knowledge about TVET Sector in Egypt;
  • Previous professional experience with EU funded projects is an asset;
  • Strong communication, facilitation, analytical and writing skills;
  • Excellent inter-personal skills;
  • Experience in dealing with groups of different cultural backgrounds;
  • Experience in report writing.

Specific professional experience

  • Minimum of seven years proven experience in organising study visits / peer learning activities and training events (preferably having managed events for similar projects);
  • Proven experience and knowledge about the relevant European study visits and training service market segment.
  • Proven knowledge about needed logistics for arranging study tours including visa arrangements, travel (flights, local transport) and accommodation expenses for participants;
  • Knowledge about the leading TVET authorities in EU countries that are in charge of the implementation of TVET policies and capability to coordinate the study visits plan with them.
