Job Description

Program Background:

The SCRWM Activity is a five-year project funded by USAID and meant to support effective transboundary cooperation and water management among Azerbaijan, Armenia, and Georgia. This will set an example of successful regional cooperation on shared priorities, mitigating conflicts, and contributing to peacebuilding in the South Caucasus. This project will also concurrently achieve social, economic, environmental, and climate change objectives.

The project will implement three cross-related objectives:

  • Objective 1 - Transboundary environmental and water management networks developed at various levels across the South Caucasus.
  • Objective 2 - South Caucasus stakeholders take a harmonized approach to transboundary water governance.
  • Objective 3 - Communities incentivized by introducing new technologies, approaches, and economic models to rationally use water in a manner that demonstrates the benefits of improved water resource utilization across boundaries.

Purpose of Assignment:

The Capacity Building Specialist will provide technical leadership, guidance, and strategic direction around capacity development activities to support water resources management. The CB Specialist will report to the Chief of Party and work closely with project team and the home office Program Manager to make sure that capacity building events and activities are implemented effectively and achieve anticipated results.

Chain of Command:

Ultimate day-to-day field supervision and authority for all personnel and all aspects of program activities rests with the Chief of Party. The Employee described herein shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the Chief of Party, the Chief of Party’s designee.

Supervisor and Reporting Responsibilities:

For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report to and be supervised by the Chief of Party.

Key Responsibilities:

The Capacity Building Specialist shall perform the following general and specific functions:

  • Work closely with selected local partners to ensure adequate capacity is built in various areas of the program.
  • Develop materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring and coaching of partners, peer learning and other methodologies.
  • Ensure flexibility and high quality of the capacity development support provided to the partners.
  • Ensure integration of organizational capacity development with other technical support the project will provide to partners.
  • Support the development and delivery of relevant activities, such as related organization of convening events and workshops, and processing of travel grants for participants.
  • Coordinate all capacity building activities under the three objectives
  • Work with Country and Component Leads to prepare annual training plans
  • Engage training providers, either staff or consultants or subcontractors
  • Provide logistical support for trainings
  • Collect proper documentation for each training (attendance lists, evaluation forms, training materials) and contribute to reporting to USAID according to timelines
  • Deploy Organizational Capacity Assessment Tools as necessary, identify individual and organizational training needs
  • Check international best practices on water management capacity development activities
  • Contribute to work plan, monitoring and evaluation and other planning/reporting as needed
  • Other duties, as assigned.

Qualifications:

  • Bachelor’s degree in social studies, international development, water management, statistics (quantitative and/or qualitative), or related fields
  • 5+ years professional experience
  • Knowledge of water resources management in the South Caucasus and experience working with relevant government entities and local organizations throughout the region.
  • Basic Excel, Word and PowerPoint knowledge required
  • Experience working leading capacity building activities for development programs
  • Individual should display a positive, team-oriented attitude to match our friendly work environment
  • Fluency in English
