Background

The Government of Papua New Guinea (PNG) has identified law and order, combating corruption and reducing violence against women as national development priorities. PNG’s strategic frameworks prioritise reducing crime and social unrest as the foundation for improving economic and social development.

The GoPNG and the GoA (the Partners) have agreed to enter into a Comprehensive Strategic and Economic Partnership (CSEP) which aims to integrate development cooperation as an enabler of broader economic and strategic objectives, and which will centre on six pillars:

• Strong democracies for a stable future;
• Close friends, enduring ties;
• Economic partnership for prosperity;
• Strategic cooperation for security and stability;
• Social and human development;
• Near neighbours, global partners.

About the Program

The Justice Services and Stability for Development (JSS4D) program is an Australian Government funded program to support the law and justice sector in PNG.

Aligning with the CSEP, the JSS4D program will contribute to the GoPNG-GoA partnership goal of private sector development and human development in PNG, underpinned by a just, safe and secure society for all.

JSS4D provides targeted assistance to PNG’s law and justice agencies, provincial governments, the Autonomous Region of Bougainville and civil society groups. As endorsed by the GoPNG’s National Coordination Mechanism (NCM), the Design Update refocuses JSS4D into three outcome areas: national, subnational, and common priorities of family and sexual violence (FSV) and anti-corruption.

About the Role

The Sector Capacity Development Adviser will support the strengthening of the monitoring and evaluation capacity within the law and justice sector by:

1. Working with the sector to identify capacity development needs including what has been identified through the planning process and develop a plan with the law and justice sector working group for addressing these needs.
2. Developing a strengths-based approach to M&E capacity development that builds on existing capacity and is contextually and organisationally relevant.
3. Reviewing the strengths and weaknesses of LJS M&E systems including organisational structures, data collection processes, coordination and working relationships between national and subnational law and justice sector agencies.
4. Supporting the M&E Working Group in the collation of relevant data, information and learnings to inform sector leadership and decision-making.
5. Looking for opportunities to draw civil society organisations and the private sector into contributing and supporting monitoring and evaluation in the sector.
6. Providing advice and support to build the activity-level M&E capacity of LJSS and sector staff at national and subnational levels to ensure effective quality assurance processes at entry, implementation and completion stages over the long-term.
7. Assisting the sector to develop systems and processes that support the collection, analysis, appraisal and reporting of sector-wide quantitative and qualitative data disaggregated by as per program requirements and with particular emphasis on gender and disability inclusiveness.
8. Supporting the Sector M&E Working Group to promote and coordinate the use of M&E systems and processes agreed to by the sector.
9. Assisting the sector to identify and conduct suitable evaluation studies/case studies using quantitative and qualitative methodologies to inform progress and achievements of the sector.
10. Consulting with and assist IRIP teams to strengthen monitoring and evaluation processes contained in planned activities.
11. Collaborating with MERL Team and the LJSS team the law and justice sector to share knowledge and expertise to strengthen sector capacity, information management and learning processes and procedures in M&E.
12. Supporting the law and justice sector in the production of high-quality annual Sector Performance Reports in a timely fashion.
13. Contributing to the Sector’s Annual Reflections and Learning processes.
14. Looking for opportunities to draw civil society organisations and the private sector into contributing and supporting monitoring and evaluation in the sector

About You

You will have demonstrated practical knowledge and broad experience in the design, delivery and monitoring of law and justice or similar activities, preferably in a complex international development context and tertiary qualifications relevant to the technical content of this position.

You will have excellent interpersonal, verbal and written communication skills and work well within a team setting.
