Job Description

The United Nations Children’s Fund (UNICEF), Cambodia Country Office, is restructuring its operations to adapt to the new aid environment. In that context, a number of staff will be affected: their contracts may not be renewed or they are on posts that are identified to be abolished. To support staff in taking control of their future careers, UNICEF is looking to contract a consultant. The consultant will provide overall career guidance and counselling, providing staff members with the necessary skills and confidence to guide their careers within UNICEF and beyond.

Main Duties and Responsibilities:

In order to achieve the expected objectives of the consultancy, the consultant will undertake the following tasks:

  • Provide staff with the tools and knowledge on preparing an effective personal profile, CV and cover letter
  • Help staff prepare themselves in advance for competency-based interviews
  • Guide staff with career and life planning using individual capacity assessments
  • Support staff in key identified themes such as career plateaus, career connections, and transition to retirement
  • Provide feedback on progress and post training activities to individual staff

Workshops, or alternative training methodology, shall be planned with keeping three different categories in mind: National Professional staff, General Service staff and International Professional Staff. Specific details of the methodology will be discussed with the consultant, but the plan needs to sufficiently address all tasks mentioned above. Consultant may also be asked to be available for remote guidance and coaching during the assignment.

Qualifications and Experience:

  • Advanced University Degree in Human Resources, Social Sciences, Sociology and / or relevant training in human resource development
  • At least 5-10 years of progressively responsible experience in facilitating workshops and carrying out training on career development / career-life planning for professionals from different backgrounds and nationalities
  • Experience from preparing and coaching applicants for selection processes
  • Knowledge and understanding of competency-based interviews
  • Strong communication, presentation and facilitation skills
  • Knowledge of and experience from Southeast Asian countries and cultures, especially Cambodia
  • Familiarity with UN Agencies, especially with career paths at the UN
  • Fluency in English, skills in Khmer an additional advantage

Duration of Contract:

An estimated 20-30 working days during June to August 2013 (15-20 days for intense activity in June, 5-10 days in July-August for follow-up remote activities); details to be worked out based on proposals and in agreement with supervisor. The consultant is expected to be based in Phnom Penh for the period of the intense activities. Travel to provinces will be arranged by UNICEF when required.
