Proposal Summary:

The purpose of this expected five-year, $15-million Activity is an improved Sri Lankan justice system that meets the needs of society and upholds the rule of law. The Activity will introduce and improve the features of well-functioning justice systems, while strengthening the relevant institutions and actors to meet international standards for the rule of law and justice. The two main objectives are a strengthened administration of justice; and improved qualifications and professionalism of justice sector actors. The Activity is expected to begin in late 2021.

Position Summary:

MSI seeks a qualified case management expert to the lead the Activity’s justice administration component. The successful candidate will be deeply familiar with relevant stakeholders, including the Ministry of Justice, court personnel, judges and lawyers. The ideal candidate will have demonstrated experience improving case management systems and tools on donor-funded programs in Sri Lanka. Please note this position is contingent upon funding and USAID approval. Sri Lankan citizens are encouraged to apply. This position will be based in Colombo.

Responsibilities:

  • In collaboration with the chief of party (COP), provide oversight of the Activity’s first objective: strengthening justice administration.
  • Provide technical expertise and direct support on judicial case management systems needs within the Sri Lankan judiciary.
  • Advise on court monitoring procedures to improve judicial accountability.
  • Supervise a small team of trainers and international consultants across the component’s sub-objectives.

Qualifications:

  • An advanced degree in law or a relevant field.
  • Minimum of seven (7) years of experience in the Sri Lankan judicial sector, focusing on issues such as case management, court management or alternative dispute resolution.
  • A demonstrated track record of progressively responsible experience implementing donor-funded projects.
  • Spoken and written fluency in English is required; fluency in either Sinhala or Tamil preferred.
