Cash Transfer Program (CTP) Coordinator, Sierra Leone
ACDI/VOCA will be implementing an integrated short-term response under the SNAP+ EFSP Program in Sierra Leone focused in the SNAP Operational Districts and Chiefdoms in Kailahun, Bombali, Tonkolili and Koinadugu that will feature a range of cash transfer services to support households to recover from the economic impacts of EVD. Cash transfers range from unconditional cash transfers to poor households impacted by EVD, to cash-for-work activities linked to SNAP Community Assets and cash grants to medium and small enterprises.
To date, ACDI/VOCA has taken a lead role in coordinating implementing partners in Sierra Leone planning for cash as an intervention in response to the EVD Emergency. In recognition of this initial coordination, the Cash Transfer Working Group is being formalized under the umbrella of the United Nations Office for the Coordination of Humanitarian Affairs co-chaired by UNOCHA, ACDI/VOCA and Save the Children. The CTP Coordinator will assume the role of secretariat for the Cash Transfer Working Group ensuring effective communication of meetings and timely upload of relevant documents and studies linked to cash transfer programming in Sierra Leone.
Responsibilities:
Cash Working Group
- Assume co-chair position on Cash Transfer Working Group with Save the Children and UNOCHA. In addition to identifying and scheduling relevant discussions and action points for implementing partners using cash as EVD recovery strategies, ACDI/VOCA will act as secretariat managing agendas, guests, and email/contact lists of cash transfer working group participants.
Unconditional Cash Transfers
- Develop communication products with District Offices on cash transfer programs to ensure consistent messages are shared with beneficiaries, stakeholders and local authorities.
- Participate in program activities undertaken to identify and register program beneficiaries in accordance with program criteria for poor, EVD-impacted households.
- Coordinate registration modalities with mobile money service providers for uptake into SNAP+ payment systems.
- Work with mobile money vendors to map payment points and develop payment schedules for all SNAP+ cash transfer beneficiaries distinguishing between on-line and off-line payments and assessing overall risk within the payment system and taking appropriate precautions to mitigate risk.
- Work with Director of Finance and DCOP to make timely funds transfers to mobile money vendors and set-up of payments to beneficiaries in accordance with established payment schedules
- Analyze beneficiary payments and take timely action to address issues that arise including follow-up on unclaimed cash transfers and other logistics challenges to payment transfers to beneficiaries
- Oversee receipt and resolution of administrative complaints with mobile money vendors and conduct initial investigation into allegations of fraud or abuse for onward referral to Anti-Corruption Commission.
Cash for Work
- Assist SO2 Team to develop agreements for casual laborers involved in community assets and organize registration with appropriate mobile money vendors.
- Develop systems for cash-for-work including casual labor agreements; timekeeping systems and verification of entitlement. Within the community asset program, assist construction teams to identify appropriate roles for women to participate in cash-for-work schemes.
- Review and approve payment requests ensuring all relevant documentation is included and proper audit trail maintained for all cash-for-work payments.
Other:
- Attend coordination meetings which are relevant to cash transfer programs in Sierra Leone.
- Represent the organization at task force meetings, assessment missions, coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate.
- Ensure maximum visibility of the agency amongst the NGO community.
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
Requirements:
- Advanced university degree in relevant field (development, social or political science, business management).
- Experience implementing Cash Transfer, Cash for Work and Emergency activities/ programming is strongly desired.
- Minimum 10 years of direct implementation experience working for national or international NGOs, particularly in relief and post-conflict settings (preferably augmented with experience in community mobilization).
- Experience motivating, supervising, and training staff.
- Demonstrated success establishing and maintaining collaboration and relationships across several departments.
- Experience in implementing and institutionalizing comprehensive management and administrative systems.
- Computer knowledge is required in relevant software (MS Word, MS Excel).
- Proven strong individual and team management skills.
- Fluency in English required.
