Job Description
GH-TAMS is seeking candidates for a CCM Health Program Support Consultant for a six-month assignment with USAID/ Burundi. The consultancy will be in country at approximately 140 days. Start date is approximately June 15, 2023.
Background:
The Health Team is the primary source of technical and managerial expertise for the health sector at USAID/Burundi. The health program is implemented through bilateral, field support and PIOs mechanisms by Implementing Partners (IPs) and UN agencies. With emerging health security threats, including COVID-19, USAID/Burundi received funds to provide Technical Assistance (TA) to the country in managing its COVID-19 Response Mechanism (C19RM) and other COVID-19 funds.
The consultant will provide technical assistance to the Country Coordinating Mechanism (CCM) in managing the subrecipients (SR) to efficiently use the C19RM funds and other related budgets.
Role and Responsibilities:
The CCM Health Program Support Consultant will provide technical assistance to all COVID-19 and C19RM SR and will support the CCM at technical, policy, and strategic planning meetings, including meetings with collaborators, donor agencies, the Global Fund principal recipient (PR), SRs, and host government officials. The consultant will provide guidance and mentorship to the CCM’s strategic monitoring committee.
The consultant will provide leadership and strategic guidance to the CCM. Working under the supervision of the USAID Health Team Director, the consultant will help manage and coordinate the CCM health program activities. The consultant will perform the full range of administrative, logistical, programmatic, and financial management functions required for the successful execution of all health programs, working in close coordination with other CCM teams.
S/he will also liaise closely with USAID and the U.S. Embassy. The consultant will develop country specific plans and regular health reports related to the CCM health portfolio to include writing briefing materials, reports, technical updates, and other materials related to USAID health development activities. The consultant will provide sound, expert advice and counsel the USAID Health Team Director on the credible orchestration of events and activities that occur regarding the CCM health portfolio context in Burundi.
The CCM Health Program Support Consultant will support the USAID Office of Health (OHG) to advance health goals in Burundi. The consultant will support CCM team members with:
● Technical support to the PR and SRs to facilitate access to Global Fund grants via the C19RM funding;
● Building the capacity of SR to use grant resources effectively and efficiently and strengthen the dialog between the PR and SRs;
● Strengthen the CCM capacity in its role of management of the grants using appropriate tools;
● Document the improvement and best practices for effective technical support and grant management and their dissemination via electronic platforms, training, and consulting meetings.
A. Program Management
- Provide leadership and program management with a specific focus on COVID-19 and C19RM funds.
- Assist / liaise with USAID where / when might be required – e.g., Global Health Security and Development in conjunction with the U.S. Embassy interagency colleagues.
- Provide technical guidance and assistance in collaboration with the USAID Health and Sustainable Development Office Team Directors to provide mentoring to staff, as needed.
- Coordinate the development and implementation of a concerted plan for the implementation of activities. The CCM thinks it would be better if they had an implementation plan with a performance framework for each SR and other implementing partners, given that C19RM does not include a performance framework as such.
- Conduct an assessment of the financial management needs and based on findings of this assessment, if required, oversee a portion of these funds, which will go to support a Financial Management Consultant.
- Monitor the flow of funds from the PR to SRs.
B. Provide Technical Expertise, Strategic Planning and Budgeting
- Provide technical and program management advice and coordinate CCM’s involvement in preparation of health program planning and budget documents, semi-annual and annual progress reports, and other documents, as required.
- Work in collaboration with the CCM to assist in the development of annual work plans, strategies, and policies, in line with C19RM objectives and goals.
- Provide technical guidance and leadership by collaborating with health technical working groups, stakeholders, and donors’ partner meetings.
- Develop/adapt a programmatic information collection dashboard and introduce to PR and SR
- Coordinate with relevant staff in the development and oversight of automated systems for tracking the sub- recipient budgetary processes throughout the quarter report
- Monitor that PR and SRs are using the performance data dashboard
- Coordinate with other CCMs and PRs to focus CCM ordinary assembly meetings on progress in implementation and budget absorption.
- Monitor challenges remediation plan resulting in each CCM ordinary assembly meetings and implement strategy to ensure that PR and SRs dialog to find appropriate solutions.
C. Reporting/Communication
- Ensure that high quality documentation of activities is prepared and submitted in a timely fashion, with adequate time for review by relevant parties.
- Monitor activities undertaken by SRs and PR, track progress against program descriptions, implementation plans and work plans, assess progress and barriers to achievement, recommend action for improvement or modifications to address problems, and document and highlight results.
D. Embassy/Host Country Relations, Networking/Liaising
- Establish and maintain strong working relationships with Health Team staff from the U.S. Embassy and other embassies and Government senior officials.
- Establish and maintain a range of important contacts with the CCM, PR and SR teams.
- Establish and maintain collaborative working relationships with other donors, international and multilateral institutions, NGOS, CBOs, FBOs, etc. to coordinate U.S. Government humanitarian and health assistance.
- Establish and maintain a range of important contacts with senior businesses, organized associations, and community leaders to build partnerships in support of U.S. Government health assistance.
The consultant will be expected to travel to Burundi and remain there for approximately 6 months.
Qualifications:
- Master of Public Health (MPH), Master of Science Public Health (MSHP) degree or host country equivalent in medicine, nursing, public health, epidemiology, health policy, behavioral or social science field is required.
- A minimum of five (5) years of progressively responsible experience in developing, managing, implementing, directing, or evaluating public health programs in Africa with a government agency or other international, local or donor organization is required. Previous experience providing TA to a CCM preferred.
- Ability to analyze complex, novel, and/or sensitive programs and situations and apply a complex body of knowledge, laws, and precedents to make decisions and recommendations.
- Program management skills with supporting skills in financial management, contract management, communication, negotiation, and representation.
- Ability to work autonomously, prioritize workload, assume responsibility for work, and produce high quality work under pressure with a positive attitude, as part of an in-country or regional team.
- Ability to deal with high-level officials and other representatives in providing technical advice, negotiating agreements, and explaining complex regulations and laws.
- Organize and present technical information in concise written and oral form, particularly for non-health audiences.
- Demonstrate strong quantitative and analytical skills through obtaining, analyzing, and evaluating a variety of data.
- Strong interpersonal skills, sound leadership skills in a multicultural environment.
- Effective oral and written communication skills in French and in English.
- Excellent computer literacy, including knowledge of Microsoft software products, and strong Excel skills.
- Ability to lead and contribute to strategic planning, budget formulation, monitoring, evaluation, and policy dialogue.
- Capacity to provide public health technical leadership, results-oriented analyses, advocacy, and constant and clear communication with Laos officials from the Ministry of Health and other appropriate Ministries and their line ministries, non-governmental organizations (NGOs), and other donor organizations.
- Demonstrated ability to contribute to national and sub-national level health sector development, and donor coordination.
About the Organization
International Business & Technical Consultants, Inc. Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
