Job Description
Devex is assisting a management systems strengthening consulting firm in their search for a CFO / Vice President of Finance, Accounting, Contracts and Compliance to be based in Washington. DC.
The CFO/VP will provide strategic leadership and establish the company’s overall financial and contractual environment, including pricing; and will ensure all proper controls and systems are in place–including sufficient capital and financial information–for the company to operate soundly and compliantly.
The successful candidate must have at least fifteen (15) years of leading accounting/finance/contracts/ teams across multiple functions; in-depth exposure to federal government contractors and strong understanding of government contract accounting; prior experience working with long-term contract accounting, including percentage of completion contract accounting; prior CFO experience with revenue of over $150M; and strong cost control background, CFNO and Treasury management skills.
Key Duties and Responsibilities
Increase Net Income
- Direct the preparation and ensures the accuracy of all financial reports; including income statements, balance sheets, statement of cash flows, tax returns, financial ratios analysis and reports for government regulatory agencies.
- In conjunction with the EMT, participates in strategic planning and forecasting as well as completion of corporate and divisional reports and budgets. Responsible for the integrity of all financial information and reports.
- Reviews reports to analyze projections of sales and profit against actual performance, budgeted expenses against final totals, and suggests methods of improving the strategic planning process as appropriate.
- Monitors all overhead expenses and reports extraordinary circumstances to CEO
- Prepares department work plan and monitors performance against this plan.
- Responsible for identifying problems, including budget overruns for both the company and programs and recommends corrective actions.
Manage Wrap Rate
- Performs program and indirect cost reviews, rate validations, forecasting of labor and overhead rates. Monthly prepares reports for the CEO and VP’s showing spending vs. budget and identifying any problems that need to be addressed.
- Provides technical financial advice and knowledge to others within the financial discipline.
- Establishes and monitors internal budgets (both direct and indirect). Continually improves the budgeting process through education of division directors and VPs on financial issues.
- Directs and oversees the preparation of Incurred Cost Submissions, Provisional Rate Negotiations and Financial Audit Reports.
Increase O/E, Book Value Basis
- Ensures that sufficient funds are available to meet ongoing operational and capital investment requirements,
- Maintains a system of policies and procedures that impose an adequate level of control over treasury activities.
- Oversees Accounts Payable function ensuring all expense reports, vendor payments and other items are booked correctly.
- Oversees Invoicing function, ensuring invoices are accurate and delivered timely to clients.
Monitor Compliance
- Ensures compliance with applicable Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) and AIDAR.
- Oversees the accounting function in providing and directing procedures and systems necessary to maintain proper records and to afford adequate accounting controls in compliance with US GAAP and the firm’s Corporate Accounting Policies.
- Oversees the contracts function in providing and directing procedures and systems necessary to maintain compliance, work with contracts staff to develop and negotiate contract terms and conditions, and pricing strategies for bids and proposal.
- Oversees field accounting function ensuring accounting function is correctly set up on projects and transactions are reviewed and processed timely.
- Handles compliance investigations and reporting on fraud, waste or abuse.
Increase Firm’s Academy Courses
- Oversees and manages the operations of the Finance, Accounting, Contracts and Compliance functions and ensures that the firm has a fully integrated software system to meet the company needs in the four areas that fall under this position. Responsible for software conversions.
Increase Subordinates Dynamism
- Supervises departmental employees and ensures the professional selection, appraisal, and development of key personnel and their potential successors, approves employment, salary changes, and terminations of assigned personnel. Presents recommendations for organizational changes to the CEO.
- Fosters a culture committed to outstanding customer service, ingenuity and integrity.
- Mentors, coaches and develop staff in business and technical areas.
- Maintains an environment which cultivates open communication, collaboration and teamwork with all departments, including field offices, throughout the organization.
Increase Business Valuation
- Contributes to strategic planning and develops action plans to achieve strategic objectives. Responsible for integrating the financial plans into the strategic plan and creating metrics to measure progress against goals.
- Enhances and/or develops, implements and enforces policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the company.
- Communicates to the CEO and VPs significant developments affecting the division’s goals, develops recommendations and takes appropriate actions.
Increase Contracts Awarded
- Advises on strategy for win on pricing of proposals.
- Reviews and participates in the preparation of cost estimates for bids and proposals.
- Advises the CEO concerning proposal review and sign-off.
Increase Client Satisfaction Score
- Maintain a system of policies and procedures that impose an adequate level of control over treasury activities
- Oversees Payroll function ensuring all staff get paid accurately and timely
Qualifications
Relevant Past Performance
- Minimum Fifteen (15) years of demonstrated experience leading accounting/finance/contracts/ teams, preferably multiple teams across multiple functions.
- Former audit experience with a big four or large regional CPA firm preferred.
- In-depth of exposure to government contracting by working with multiple (small, medium, and large) federal government contractors.
- Experience in a Senior Leadership Position with a rapidly growing USAID contractor.
- Experience in preparing and negotiating CAS Disclosure Statements.
- Prior experience working with long-term contract accounting, including percentage of completion contract accounting.
- Prior CFO experience with revenue of over $150m preferred.
Knowledge, Skills and Abilities
- Demonstrated aptitude for working with non-finance business leaders at all levels of the organization to explain, define and apply complex financial concepts.
- Strong understanding of government contract accounting, including quoting, progress payments, milestone and percent of completion billing.
- Excellent computer skills with strong proficiency in Microsoft Office™ package (Microsoft Outlook ® , Microsoft Excel®, Microsoft Word®, Microsoft PowerPoint®, Microsoft Access®), Deltek GCS and CostPoint ®.
- Strong cost control background - CFNO and Treasury management skills.
- Excellent analytical, project management and organizational skills with keen attention to detail.
- Exceptional interpersonal, leadership and decision making skills.
- Strong written and verbal communication, and presentation skills.
- Understanding of IT systems and architectures.
Degrees and Certifications
- Degree in Accounting or similar discipline, CPA preferred.
